Wenn es fallt, werden sogleich die unterschiedlichsten Assoziationen damit verknupft. Medien, Politiker und Muslime selbst tragen durch ihre Ausserungen viel dazu bei, dass das Diskursfeld Islam immer grosser und vielseitiger wird. Die Debatten uber den Islam in Deutschland nehmen einen immer hoheren Stellenwert in unserer Politik ein. Dabei ist die Akteursgruppe Politik fur die deutsche Bevolkerung und ihre Meinungsbildung uber den Islam und den mit ihm verbundenen Phanomenen ausschlaggebend. Politiker haben nicht nur eine hohe Medienprasenz und erreichen auf diese Weise viele Burger, sie haben auch Handlungsspielraume und Mittel zur Umsetzung ihrer Interessen. In dieser Arbeit soll es um den Einfluss der Akteursgruppe Politik auf das Diskursfeld Islam in Deutschland gehen. Als Gegenstand dieser Untersuchung dient die Deutsche Islamkonferenz (DIK), die als Verbindungsglied zwischen dem deutschen Staat und den in ihm lebenden Muslimen angedacht ist. Sie fungiert als Arena des deutschen Islamdiskurses, in der verschiedenste Akteure aufeinandertreffen, um einen Austausch zu ermoglichen. Mich interessieren dabei vor allem das Gewicht und der Einfluss der einzelnen Akteure und Akteursgruppen von Seiten der deutschen Politik im Vergleich zu den muslimischen Vertretern sowie auch die Darstellung und Prasentation der Deutschen Islamkonferenz nach aussen. Um einen moglichst unvoreingenommenen Blick auf die Deutsche Islamkonferenz und ihre Akteure zu erhalten, wahlte ich als Datenkorpus die fur alle Burger am besten zugangige Informationsquelle, die Homepage der DIK. Ich beschranke mich auf diese sehr umfangreiche Homepage als einzige Quelle meiner Diskursanalyse und gehe in einem Kapitel gesondert auf deren Funktion im Diskurs

Menschen in Deutschland, die familiäre Wurzeln in islamisch geprägten Ländern haben, ist es eigentlich erstaunlich, dass sich die Frage der Integration des Islams in die deutsche Gesellschaft erst relativ spät, vermehrt seit der Mitte der 1990er Jahre, stellte. Die Integ- tion der Muslime wurde damit erst in einem Moment – zunächst in den Kommunen und in den Ländern – zum Thema, als die Muslime im Zuge der Verfestigung ihrer Aufenthalte in Deutschland und der häufigeren Aufgabe zuvor weit verbreiteter Rückkehrillusionen begannen, auch durch die Errichtung repräsentativer Moscheebauten, stärker öffentlich sichtbar zu werden und sich erste juristische Auseinandersetzungen um das Recht zur Erteilung von Religionsunterricht, Kopftuch im öffent- chen Dienst, Schächten u. Ä. anzubahnen begannen. Diese verzögerte Beachtung der Islamfrage hat sicherlich auch damit zu tun, dass Deutschland sich erst sehr verspätet und zaghaft überhaupt als Einwanderungsland zu begreifen begann und erst seit 2005 überhaupt eine Integrationspolitik auf Bundesebene in Kraft ist (das lang umstrittene 1 „Zuwanderungsgesetz“), womit in Politik und Öffentlichkeit das - wusstsein dafür, dass die gesellschaftliche Integration mit Blick auf zu- wanderte Gruppen spezifische Anforderungen stellen kann, erst eine br- tere Verankerung fand, die ihren Ausgangspunkt in der „Green-Card“- Diskussion und der daraufhin eingerichteten Zuwanderungskommission 2 ab dem Jahr 2000 genommen hatte. Kai Hafez shows that although legal and political systems have made progress toward recognizing Muslims on equal terms and eliminating discriminatory practices that are in contradiction to neutral secularism, “liberal societies” often lag behind. The author argues that Islamophobic murders in Norway and Germany are only the tip of the iceberg of a deep-seated inability of many Europeans to accept cultural globalization when it hits close to home. Although there have always been anti-racist elites and networks in Europe, Hafez contends that the dominant tradition even among seemingly liberal intellectual milieus and their media is Islamophobic. This fact finds expression not only in the growing anti-Islam sentiment among right-wing populists but sometimes also in so-called enlightened forms of contemporary media, public opinion, school curricula, and Christian interfaith dialogues. In addition to offering a critical assessment of positive and negative trends in Islamic-Western relations, Hafez also engages in a theoretical debate revolving around integration, tolerance, multicultural liberalism, and modern liberal democracy. He combines political philosophy and political and social theory with current analysis on communication and the role of both religious and secular institutions in community-building in modern societies. In essence, the author debates the question of whether liberal society in Europe, in order to avoid a growing gap between integrative politics and discriminatory societies, needs a complete renewal not only of political ideologies but also of cultures and institutions.
