Book excerpt: The central objective of this research was to determine if a U.S. style democracy is compatible with a predominantly Muslim society given the cultural, social, and religious differences that may exist between the two cultures. Scholars have argued that no one democracy can be applied to different countries, yet many Muslims now living in the U.S., originally from Iraq and beyond, believe that a U.S. style democratic system would benefit their native countries. Since Iraqis living in the U.S. are in a unique position to understand the cultures of both Iraq and the U.S., an ethnographic research method was used to examine their views regarding the implementation of a U.S. style democracy in Iraq. Structured questions addressing social beliefs, cultural differences and democratic governance were presented to 80 Iraqis living near the Seattle, Washington metropolitan area via surveys and face-to-face interviews. ... The majority of Iraqi respondents viewed democracy as highly favorable for Iraq, however, did not believe that it could be imposed by any external force including the U.S., and insisted that an Iraqi democracy must be consistent with Iraqi culture and Islam. This research offers those interested in social change an opportunity to improve the human condition in predominantly Muslim countries like Iraq by providing additional knowledge of how to best promote more effective governance through an understanding of how democracy is encapsulated by history, cultural tradition and Islam.

There are other factors, such as the legacy of the dictatorial regime, exclusionary policies, the problem of stateness, interference by regional powers, the rentier economy and sectarianism, that have impeded democracy and contributed to its failure, but the employment of religion in politics was the most to blame. The establishment of stable democratic institutions continues to elude Iraq, 15 years after toppling the dictatorship. The post-2003 Iraq could not completely eradicate the long historical tradition of despotic governance due to deep-seated religious beliefs and tribal values, along with widening societal ethno-sectarian rifts which precluded the negotiation of firm and stable elite settlements and pacts across communal lines. The book examines how the fear in neighbouring countries of a region-wide domino effect of the Iraq democratization process caused them to adopt interventionist policies towards Iraq that helped to stunt the development of democracy. The lack of commitment by the initiator of the democratic process, the United States, undermined the prospects of democratic consolidation. This is compounded by serious mistakes such as de-Ba’athification and the disbanding of the Iraqi army and security apparatuses which caused a security vacuum the US forces were not able to fill. The Failure of Democracy in Iraq is a key resource for all students and academics interested in democracy, Islam and Middle East Studies.

This volume argues that the future of American democracy depends on whether Muslim Americans are able to exercise their political rights as citizens and whether they can find acceptance as social equals. Many believe that, over time, Muslim Americans will be accepted just as other religious minorities have been. Yet Curtis contends that this belief overlooks the real barrier to their full citizenship, which is political rather than cultural. The dominant form of American liberalism has prevented the political assimilation of American Muslims, even while leaders from Eisenhower to Obama have offered rhetorical support for their acceptance. An important impetus behind this development were the tragic events of 9/11, which demonstrated the destructive potential of militant groups that use a distorted interpretation of Islam as justification for their actions. These events also led to a greater realization by the United States--and the West--that a lack of democracy and lack of respect for human rights have been contributory factors to the rise of militant Islam. Consequently, in its approach toward the Muslim world, the United States has emphasized the themes of human rights and democracy. Within the Islamic world, too, both secular and moderate Islamists have begun focusing on issues related to human rights. Although many conservative Muslims believe that Islam is incompatible with Western notions of democracy and human rights, reformist Muslim thinkers and activists maintain that a proper reading of Islamic injunctions and the ethical values underpinning those injunctions shows there is no such incompatibility. Complicating the debate is the fact that many Muslims--secular as well as conservative and reformist--doubt the seriousness of the U.S. commitment to the cause of human rights and democracy in the Muslim world, believing that the United States applies human rights' standards selectively to suit its strategic and economic interests. Irrespective of the validity of these charges, they are part of the context of the U.S.-Muslim dialogue on human rights. And it is this complex dialogue that this volume seeks to advance.
