Book excerpt: Boycotting tropical timber reduces its economic value and provides an incentive to burn down forests, making them available for subsequent agricultural use or livestock farming. In contrast, a certification scheme for sustainably produced timber (tropical or non-tropical) protects the forests by raising their economic value. Examined here the impact of a certification scheme on German demand for tropical timber. A partial-equilibrium model is developed for the German tropical timber market as a whole as well as for five important submarkets representing 50% of the total demand. The results reveal that a credible certification scheme can induce a significant expansion of demand for sustainably produced tropical timber. This holds true for a scheme restricted to Germany as well as for an OECD-wide approach.

Much has been written on certification yet five issues have been missing, which this book addresses: an analysis of the scientific basis for the certification standards; a formal and mechanistic incorporation of social and natural system sustainability as part of the standards; the rationale for the different sets of standards that are currently being used to certify governmental, industrial and non-industrial organizations; the success of the different sets of standards in assessing the environmental acceptability, social benefits and economic viability of the managed system; and, the difficulty of certifying small landowners with current protocols. Forest Certification examines the historical roots of forest certification, the factors that guide the development of certification protocols, the players involved in certification, the factors determining the customers to be certified, and the benefits of certification. Book excerpt: In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.
