Book excerpt: We build upon recent literature to do several exercises to assess benefits and costs of the brain drain to Africa. Contrary to a lot of the worries expressed in the media and in aid agencies, the brain drain is probably a net benefit to the source countries. We make several arguments: (1) the African brain drain is not large enough to have much effect on Africa's skill gap relative to the rest of the world. Since other regions had a larger brain drain, the skill gap between Africa and the rest would actually be larger in a counterfactual world of NO brain drain with the same amount of skill creation. (2) The gains to the migrants themselves and their families who receive indirect utility and remittances more than offset the losses of the brain drain. According to one of our calculations, the present value of remittances more than covers the cost of educating a brain drainer in the source country. (3) Brain drain has a positive effect on skill accumulation that appears to offset one for one the loss of skills to the brain drain. Hence it is not surprising that we fail to identify any negative growth effect of the brain drain. Although some of our exercises are reliant on special assumptions and shaky data that require further investigation, we conclude based on what we can know in this paper that the brain drain is on balance good for Africa.

Does the migration of highly skilled professionals from developing and underdeveloped countries to developed countries harm or hurt their country of origin?In Emigration, Brain Drain, and Development: The Case of Sub-Saharan Africa, Arno Tanner questions the emerging literature that stresses the positive aspects of labor migration. He finds that while emigration certainly cannot be stopped, and may be beneficial in some cases, unhindered high-skilled emigration —particularly in the case of sub-Saharan Africa —can have disastrous consequences. In examining the cases of Malawi, Tanzania, and Zimbabwe, Tanner finds striking trends. For instance, the outflow of physicians from Malawi may severely hurt AIDS prevention. Furthermore, sub-Saharan Africans tend not to return; remittances are erratic, have dwindled over time, and do not offset the costs of emigration. Tanner recommends specific policies where carefully targeted development measures could be used to mitigate the negative consequences of brain drain.

In this paper, we tested emigration panel data estimations for a sample of all Sub-Saharan African countries. Our empirical strategy plan employs the Fixed Effect and Random Effect regression analysis techniques on a unique model. We utilized a dataset of 43 Sub-Saharan African countries between 2004-2015. We show that economic down in most African countries is likely to cause increases in Brain Drain turnover in the region. Additionally, our panel data tested the wide range of diminishing returns and the prediction model of emigration rates in this region. The estimated cross-region findings in this region of the combined effects increase on Brain Drain have caused a frequency of prone economies. However, the main cause for the present poverty in the region is due to poor African political specifications.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper updates and extends the Docquier-Marfouk data set on inter-national migration by educational attainment. The authors use new sources, homogenize definitions of what a migrant is, and compute gender-disaggregated indicators of the brain drain. Emigration stocks and rates are provided by level of schooling and gender for 195 source countries in 1990 and 2000. The data set can be used to capture the recent trend in women's skilled migration and to analyze its causes and consequences for developing countries. The findings show that women represent an increasing share of the OECD immigration stock and exhibit relatively higher rates of brain drain than men. The gender gap in skilled migration is strongly correlated with the gender gap in educational attainment at origin. Equating women's and men's access to education would probably reduce gender differences in the brain drain.

The prevailing message is that only fundamental economic reform and improved quality of live will stem the search for employment overseas. To date however, the debate has been couched in binary terms: the South loses; the North gains. Brain drain within the South receives much less attention. To redress the balance, this study considers internal migration within the southern African sub-region, particularly in light of South African immigration policies. The report presents the results of a baseline study of potential skills in six SADC countries: Botswana, Lesotho, Swaziland and Namibia, South Africa and Zimbabwe. It illustrates how the poorest countries ?- Zimbabwe, Lesotho and Swaziland - are the likely losers. South Africa gains regionally, but is losing skilled citizens to the North. The study highlights the contradiction between tight national immigration policies and the wider political pressures for stronger regional integration, arguing thismay yet present the most promising contingency.
