Book excerpt: The United States Federal Emergency Management Agency (FEMA) provides funding to state and local governments as well as tribes and territories (SLTTs) through its Flood Mitigation Assistance (FMA) Grant Program to engage in flood risk management efforts. Although all communities are susceptible to flooding, flooding does not impact communities equally. This paper contributes to FEMA's goal of addressing equity concerns by examining whether the FMA Grant Program is distributed equitably in counties located in eight coastal states in the United States. Specifically, the study addresses two research questions: (1) Is flood mitigation funding distributed equitably across counties in the southeastern U.S. coastal states? (2) Is flood mitigation funding distributed at higher rates to areas with greater flood risks? Using secondary data from OpenFEMA, the Centers for Disease Control and Prevention/Agency for Toxic Substances and Disease Registry, and parcel-level flood risk data from First Street Foundation from 2016-2020, results indicate that socially vulnerable counties are less likely to receive FMA funding, and counties with greater average flood risk are more likely to receive FMA funding. The paper concludes by offering recommendations for achieving a more equitable distribution of FMA grants.

Created by Congress in 1968, the NFIP provides flood insurance protection to property owners, in return for local government commitment to sound floodplain management. Since 1994, the NFIP has included a Flood Mitigation Assistance (FMA) program to provide local communities with support for flood mitigation. This book offers quantitative evidence of the net social benefit of the NFIP for the years 1996-2010, including an independent assessment of the consumer benefit. Second, it provides distributionally weighted analysis to show the socioeconomic effects of payments and claims. Finally, this Brief includes an analysis of the change in government revenue attributable to the NFIP and FMA programs. The models used in each component of the analysis are usable by others for extending and revising the analysis. Providing a comprehensive analysis of this increasingly important federal policy, this Brief will be of use to students of environmental economics and public policy as well as those interested in risk management in the era of climate change.
