This volume, the rewritten results of an international workshop, with participants from eight countries, contains thirteen essays, representing a broad range of approaches to the study of Southeast Asia with water as the central theme. As it was exposed to the sea, the region was more accessible to outside political, economic and cultural influences than many landlocked areas. Easy access through sea routes also stimulated trade from an early age. However, the same easy access made Southeast Asia vulnerable to political control by strong outsiders. The sea is, moreover, a source of food, but also of many hazards. At the same time, Southeast Asian societies and cultures are confronted with and permeated by 'water from heaven' in the form of rain, flash floods, irrigation water, water in rivers, brooks and swaps, water-driven power plants, and pumped or piped water, in addition to water as a carrier of sewage and pollution. Finally, the volume deals with the role of water in classification systems, beliefs, myths, illness and healing.

Many developed countries such as Japan have experiences of dealing with severe environmental pollution and this publication is the result of building an academic network among researchers of related fields from different regions to exchange information. Book excerpt: Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.

Little can be done in the groundwater economy that will not affect the energy economy, and the struggle to make the energy economy viable is frustrated by the often violent opposition from the farming community to the rationalization of energy prices. As a result, the region's groundwater economy has boomed at the expense of the development of the energy economy. This report suggests that this does not have to be so; and the first step to evolving approaches to sustaining a prosperous groundwater economy with a viable power sector is for the decision makers in the two sectors to talk to each other, and jointly explore better options for energy-groundwater co-management which, the authors suggest, have so far been overlooked.
