Available in PDF, EPUB and Kindle. Book excerpt: This book contains my articles from 2010. I have tried to examine some of the technical problems in the current oil and gas industry in Iraq. In the geology/geophysics and reservoir engineering section, I used the available information and in some cases, I estimate to fill the gap in the existing data. International contracts usually differ from case to case or from field to field; in Iraq, TSC and PSC still have unclear contract conditions and public information is not enough for the detailed calculation needed for exact NPV and IRR. Additional concerns are the cost estimation down structure and geopolitical strategies of Iraq. The management of the existing oil and gas institutions in Iraq is one of the most urgent problems the country is facing. The restructuring of companies and the Ministry of Oil is generally addressed in my articles. I have also illustrated many possibilities for the restructuring and reorganization of the development of managerial and marketing systems. In the rebuilding of the country, and specially, the oil and gas industry in Iraq, there needs to be more investigation into how to optimize the exploitation of natural resources for better economic benefits for all parties (the owner of the resources as well as International oil companies). The close cooperation between the Ministry of Oil in Iraq and the IOC ́s and state oil should be open for reorganization and restructuring in order to benefit the entire country and to develop the process of integration in international markets.

Available in PDF, EPUB and Kindle. Book excerpt: This book contains M. Abed Mazeel's 2011 articles examining several technical problems in the current oil and gas fields and prospects in Iraq. Iraq Oil Ministry has offered twelve areas covering 81,700 square kilometres with the blocks having a mix of oil and gas productivity. However, many blocks contain oil and gas shows and some of them are situated very close to previously discovered fields. The west and southwest of the desert are estimated to have high potential for hydrocarbon, where the own state Oil Exploration Company (OEC) has discovered several fields and many thousand of kilometres of 2D seismic data were acquired. The mentioned regions are thought to contain numerous undrilled prospects and, by that, to be highly prospective. Yet only four exploration wells have been drilled on the blocks, and the seismic coverage is old and of poor quality, including the west and southwest to the south of the country. The potential of discovering high potential reservoirs is very considerable, which may change the Iraqi total reserves to 300 or more billion barrel of oil and 500 trillion bscf of gas. This compilation of articles has the objective to identify and evaluate the petroleum systems of prospects and leads, calculate the reserves and assess the hydrocarbon potential and economics of the twelve blocks, Akkas and Ahdab fields using existing literature and available data published by the Ministry of Oil.

Book excerpt: Part of this paper addresses the issue of the March 7, 2010 national election; the selection of a prime minister; and whether the promise held by the election will be fulfilled. If not, will the country return to the sectarianism conflicts that characterized its past/ Senior Iraqi officials fear that the troop drawdown could well result in a power vacuum to be filled by insurgents. The report also addresses the issue of the Iraq oil and gas sector, including security of the critical infrastructure, the role that sector has played over the years, its current position, and the prospects held for achieving a place in the world oil market commensurate with its reserves in the ground. Iraq continues to be the great unknown in terms of future world oil supply and is likely to remain so for the near term at least, if not longer should political constraints remain. The report concludes with a look at the electricity sector and the general public unhappiness with inadequate supplies.

Available in PDF, EPUB and Kindle. Book excerpt: Oil, an integral part of the contemporary global economy, is considered a driving force behind the 2003 invasion of Iraq. Hydrocarbon reserves in Iraq have a significant role to play in global supply, with oil revenue accounting for more than 90% of Iraqi government income. This book provides a comprehensive insight into the key foundations of Iraq’s oil industry and assists in the development of a core area of domestic law to promote economic recovery following years of instability. It addresses the development of oil legislation and the formation of contracts since the US and allied occupation of Iraq in 2003. Legislation is assessed against the framework of the constitution along with the different types of oil agreements and their terms. The book looks at three main aspects of oil legislation, beginning with the validity and interpretation of the constitution as any subsequent legislation governing oil policy will be based upon this. The work then discusses whether the draft oil and gas law of 2007 and any subsequent oil legislation, including the law implemented by the Kurdish Regional Government in 2007, is valid. Finally, the book analyses the legitimacy of oil agreements entered into by the central and regional governments and whether these contain terms beneficial to the state and contracting party. Providing an in-depth analysis of the origins and development of the legal framework of the oil industry in Iraq, the book acts as both a reference source and a springboard for future research across a range of legal, economic and policy perspectives. It will appeal to practitioners and academics working in energy law and international investment law, as well as policy-makers, legal advisors and those working in governments and energy companies.

Book excerpt: Inhaltsangabe:Introduction: This book covers policy proposals and interim contracts, assesses the positions of various Iraqi political actors and examines the potential significance for international foreign policy goals in Iraq. Despite a lack of progress in reaching agreements on the hydro-carbon sector and revenue sharing legislation to set new conditions for the management of the country s significant oil and gas resources, development in Iraq s oil and gas sector is moving forward. The passage of the oil and gas sector framework and revenue sharing legislation will be seen as significant milestones by International governments and International Oil Companies (IOC ́s). This would provide evidence of the Iraqi government s dedication to promoting political reconciliation and providing a solid foundation for long term economic development in Iraq. Interim revenue sharing mechanisms have been introduced due to the lack of new legislation. Additionally, both the Federal Government (the Federal Oil Ministry-MoO) and the Kurdistan Regional Government (KRG) (the Regional Ministry of Natural Resources and Energy) have made oil and gas development deals with foreign firms. The MoO is working with existing regulation from the previous political and administrational regime, while the Regional Ministry of Resource and Energy Kurdistan-Iraq has designed its own laws and regulations, which the Federal Government has not yet recognized. There is wide recognition among Iraqis of the importance of oil and gas revenue for the Iraqi economy. Most groups see the need for new legal and policy guidelines for the development of the country s oil and natural gas resources. However, Iraq s Council of Rrepresentatives (parliament) has not yet considered the proposed legislation due to ongoing political discord and general political instability. There are strong differences on key issues between Iraqi critics and supporters of various proposed solutions. These include the appropriate role and powers of federal and regional authorities in regulating oil and gas development; the conditions and degree of potential foreign participation in the oil and gas sectors; and proposed formulas and mechanisms for equitably sharing oil and gas revenue. Simultaneously, there are strong disagreements on related discussions about the administrative status of the city of Kirkuk and proposed amendments to articles of Iraq s constitution that outline federal and regional oil and gas [...]

Book excerpt: A complete and comprehensive history of Iraq's oil and gas industry during the 20th century, this account discusses how the industry has been overshadowed and marginalized by turbulent and violent historical and political events--including numerous coups, revolutions, and the tragic and destructive wars--and gives overdue recognition to its professionals. Providing a balanced and level-headed understanding of the current, grave situation in the country, this account also underscores the difficult relationship between the Iraqi government and the Iraq Petroleum Company while shedding light on how history shaped the industry itself.

Available in PDF, EPUB and Kindle. Book excerpt: Iraqi leaders continue to debate a package of hydrocarbon sector and revenue sharing legislation that would define the terms for the future management and development of the country's significant oil and natural gas resources. A group of four proposed laws includes an oil and gas sector framework law and three supporting laws that would outline revenue sharing, restructure Iraq's Ministry of Oil, and create an Iraqi National Oil Company. Both the Bush Administration and Congress consider the passage of oil and gas sector framework and revenue sharing legislation as important benchmarks that would indicate the current Iraqi government's commitment to promoting political reconciliation and long term economic development in Iraq. In the absence of new legislation, revenue sharing mechanisms have been implemented and both the Iraqi national government and the Kurdistan Regional Government have signed oil and natural gas development contracts with foreign firms. The central importance of oil and gas revenue for the Iraqi economy is widely recognized by Iraqis, and most groups accept the need to create new legal and policy guidelines for the development of the country's oil and natural gas. However, Iraq's Council of Representatives (parliament) has not taken action to consider the proposed legislation to date because of ongoing political disputes. Iraqi critics and supporters of the proposed legislation differ strongly on a number of key issues, including the proper role and powers of federal and regional authorities in regulating oil and gas development; the terms and extent of potential foreign participation in the oil and gas sectors; and proposed formulas and mechanisms for equitably sharing oil and gas revenue. Concurrent, related discussions about the city of Kirkuk and proposed amendments to articles of Iraq's constitution that outline federal and regional oil and gas rights also are highly contentious.

Book excerpt: This paper will have a closer look at the overwhelming importance of non-renewable resources for the Iraqi economy and how the profits made by oil exports should be invested to ensure the best possible outcome, in order to finally overcome ‘the resource curse’. Channeling oil and gas revenues to lead the charge in generating non-oil based growth is of paramount importance to make the Iraqi economy sustainable in a long run and finally overcoming the resource curse. This implies investments that support economic diversification as a key driver of economic activity through the creation of an enabling environment and investments that remove the binding constraints to growth. While international oil prices remain high, action must be taken.
