Iran’s nuclear programme and the alleged threat to international peace and security remains one of the most important issues in the United States, as well as in European foreign affairs. In the US, Iran has dominated the political discourse for over three decades and Europe has spent considerable political capital in finding a diplomatic solution to Iran’s nuclear ambitions. While relations between both states remain subject to mutual hostility, the EU remains a channel of communication and since 2003 has maintained a multilateral negotiation framework. By and large, the narrative on nuclear negotiations is dominated by constructivist and realist literature, portraying relations between the US and Iran in ideological terms as a prolonged struggle for regional influence. Embedded within conflict resolution and diplomatic theory, this work attempts to bridge this gap. Drawing upon primary documents and interviews, the text examines negotiation behaviour, and strategies and tools of statecraft, as well as analysing technical aspects of initiatives concerning the nuclear programme. This book will be of much interest to students of nuclear proliferation, international diplomacy, Middle Eastern politics, security studies and IR in general.

Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. Book excerpt: The Bush Administration has generally continued the Iran policies of previous administrations by attempting to contain Iran while pursuing limited engagement with it. At times, the Administration has appeared to favor a strategy of regime change, although without taking concrete steps in that direction. During the previous Administration, signs of moderation in Iran had stimulated the United States to try to engage Iran in broad, official talks. Relations took a downturn after the September 11, 2001, attacks on the United States when the issue of international terrorism took center stage. President Bush singled out Iran, North Korea, and Iraq as part of an "axis of evil" in his January 29, 2002, State of the Union message. Since then, common interests in stability in post-conflict Afghanistan and post-Saddam Iraq have led to occasional direct contact. Iran's alleged efforts to acquire weapons of mass destruction (WMD) and delivery means, coupled with its support of terrorist groups, have long been key U.S. concerns. The Bush Administration and many in Congress are expressing strong suspicions of Iran's nuclear intentions; these concerns have been heightened by reported major strides in Iran's nuclear program and halting and incomplete cooperation with a strict program of International Atomic Energy Agency (IAEA) inspections and safeguards. Another U.S. concern has been Iran's active opposition to the U.S.-led Middle East peace process, including material support to Hizballah in Lebanon and such Palestinian groups as Hamas and Palestinian Islamic Jihad. Iran was quietly helpful in the U.S. effort to oust Iraq's Saddam Hussein, a long-time Tehran adversary, although Iran reportedly is supporting Shiite Islamic factions there that do not espouse most Western values. Iran's human rights practices and limits on democracy are frequently criticized by U.S. officials and Members.
