Available in PDF, EPUB and Kindle. Book excerpt: Voices for the Watershed is a unique look at the singular and ecologically inter-connected region of the Great Lakes-St Lawrence watershed, including the headwater and upland regions. With contributions from experts from the United States, Quebec, and Ontario, this book offers an accessible introduction to the issues affecting the quality of our most essential and precious of natural resources - clean, fresh water - from headwater regions downstream to the Great lakes, the St Lawrence river, and ultimately the watershed's outflow to the sea. With thoughtful words and evocative photography, Voices for the Watershed promotes understanding and examines ecological problems, describing positive environmental actions and projects as well as ongoing concerns over the effects of pollution on wildlife and human health. The underlying themes throughout are that the drainage basins and ecosystems are under siege - from reckless land use decisions, soil erosion, acid rain, and massive habitat destruction - but that the situation is not hopeless. The authors feel strongly that education about the environmental threats - in the classroom and public forums - is essential to effecting positive change, and that conservation actions by citizen groups and individuals can be a driving force in effecting substantial reforms regarding environmental legislation and practices. Voices for the Watershed is an eye-opening look at not only the problems but possible solutions to help protect and preserve this resilient natural resource on which so many depend. Contributors include Gregor Beck, Anne Bell (Canadian Parks and Wilderness Society), J. Douglas Blakey (Upper Canada College), Serge Bourdon (Chateauguay Watershed Management Agency), Robert Brander (retired U.S. Forest Service and National Park Service), Dominique Brief (Alliance for Environmental Management), Louise Champoux (Environment Canada), Bruce Conn (Berry College), Kevin Coyle (National Environmental Education and Training Foundation), Brad Cundiff (Wildlands League), Jerry DeMarco (Sierra Legal Defence Fund), Jean-Luc DesGranges (Canadian Wildlife Service), Thomas A. Book excerpt: The report concerns pollution abatement in the Great Lakes Basin, specifically influenced by agricultural and related sources, including runoff and release of nutrients, pesticides, herbicides, and degradation by-products as affected by agricultural chemicals, runoff from animal and poultry production, and sedimentation. Current planning, advisory and regulatory functions of the two Governments is discussed. Some basic research of the joint study-group is summarized. Improper manure spreading or storing, and runoff from livestock feeding areas have the greatest potential impact on water quality. Pesticide contribution to environmental contamination is receiving closer scrutiny. The erosion problem is measured in sediment load in streams and deposition rate in reservoirs. High chloride levels, measured in tributary waters, seem related to road salt application. The adequacy of current legislation is discussed.

Book excerpt: The Great Lakes Basin in North America holds more than 20 percent of the world's fresh water. Threats to habitats and biodiversity have economic, political, national security, and cultural implications and ramifications that cross the US-Canadian border. This multidisciplinary book presents the latest research to demonstrate the interconnected nature of the challenges facing the Basin. Chapters by U.S. and Canadian scholars and practitioners represent a wide range of natural science and social science fields, including environmental sciences, geography, political science, natural resources, mass communications, environmental history and communication, public health, and economics. The book covers threats from invasive species, industrial development, climate change, agricultural and chemical runoff, species extinction, habitat restoration, environmental disease, indigenous conservation efforts, citizen engagement, environmental regulation, and pollution.Overall the book provides political, cultural, economic, scientific, and social contexts for recognizing and addressing the environmental challenges faced by the Great Lakes Basin.

Book excerpt: Millions of people in the United States and Canada depend on the Great Lakes for drinking water, recreation, and economic livelihood. During the 1970s, it became apparent that pollutants discharged into the Great Lakes Basin from point sources, such as industrial and municipal facilities, or from nonpoint sources, such as air emissions from power plants, were harming the Great Lakes. Some of these pollutants, known as bioaccumulative chemicals of concern (BCC), pose risks to fish and other species as well as to the humans and wildlife that consume them. In 1995, the Environmental Protection Agency (EPA) issued the Great Lakes Initiative (GLI). The GLI established water quality criteria to be used by states to establish pollutant discharge limits for some BCCs and other pollutants that are discharged by point sources. The GLI also allows states to include flexible permit implementation procedures (flexibilities) that allow facilities' discharges to exceed GLI criteria. This testimony is based on GAO's July 2005 report, Great Lakes Initiative: EPA Needs to Better Ensure the Complete and Consistent Implementation of Water Quality Standards (GAO-05-829) and updated information from EPA and the Great Lakes states. This statement addresses (1) the status of EPA's efforts to develop and approve methods to measure pollutants at the GLI water quality criteria levels, (2) the use of permit flexibilities, and (3) EPA's actions to implement GAO's 2005 recommendations.
