Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! Many countries have sought the involvement of the private sector to upgrade and develop their water and sanitation infrastructure and improve the efficiency of water systems. However, high capital intensity, large initial outlays, long pay-back periods, immobility of assets and low rates of return generate high risks. These factors, when combined with poor initial information and weak investment environment, limit the scale of private sector participation in water and sanitation infrastructure. Recognising this, the OECD has developed practical guidance, building on the OECD Principles for Private Sector Participation in Infrastructure, to help governments and other stakeholders to assess and manage the implications of involving private actors in the financing, development and management of water and sanitation infrastructure. The resulting OECD Checklist for Public Action provides a coherent catalogue of policy directions for consideration by governments, including appropriate allocation of roles, risks and responsibilities, framework conditions and contractual arrangements necessary to make the best of private sector participation and harness more effectively the capacities of all stakeholders. Available in PDF, EPUB and Kindle. Book excerpt: Millions of urban dwellers, especially the poor, lack adequate access to safe drinking water and sanitation. Improving services significantly will, in most cases, require more efficient operation of water utilities and investments in rehabilitating and extending supply systems. Many central and local governments are turning to the private sector to help address these needs, but steps must be taken to ensure that the private sector arrangements fit local circumstances, that the regulatory environment is suitable, and that the reforms respond to the concerns of those affected. This set of handsomely designed toolkits, three volumes in all, have been prepared to transmit the experience gained elsewhere and the lessons this experience offers on what can make or break the process of private sector involvement. The toolkits are meant to support, not substitute for, independent advice from experienced professional firms. Toolkit 1, Selecting an Option for Private Sector Participation , sets out the issues that a government must work through (legal and regulatory arrangements, tariffs and subsidies, political support) to identify which kind of private sector arrangement best meets the specific needs and circumstances. Toolkit 2, Designing and Implementing an Option for Private Sector Participation , focuses on how governments move from identifying their preferred option to implementing it. Toolkit 3, What a Private Sector Participation Arrangement Should Cover , concentrates on the issues and risks that governments must address in the resulting contractual arrangement. Each set of toolkits is accompanied by an introductory brochure that answers questions policymakers at the local and national levels alike may ask themselves when considering whether and how to involve the private sector in the provision of water and sanitation services.

This study examines the structure and trends of energy demand in China, India, Indonesia, the Republic of Korea, and Thailand. Chapters focus on energy efficiency and conservation in the industrial, transportation, household, and electric power sectors. Quantitative analysis is used to estimate key income, price elasticities, and energy demand for the next 10 to 12 years. The report evaluates possible energy conservation efforts. The authors provide a brief description of those countries' energy reserves, energy trade and production, and energy consumption by sector. They also make frequent reference to the ways in which Japan has succeeded in improving energy conservation in the various sectors.

Available in PDF, EPUB and Kindle. Book excerpt: What steps are needed to enable the domestic private sector to expand its role in the provision of safe water and improved sanitation to the poor in developing countries? Is an expanded role constrained because of limited market potential, are business models unable to support an expansion of supply, or do government policy and the broader climate for investment inhibit enterprises? Tapping the Markets: Opportunities for Domestic Investments in Water and Sanitation for the Poor presents the results of a detailed examination of market opportunities for the domestic private sector in the provision of piped water and on-site sanitation services in rural and semi-urban areas and of the commercial, policy, and investment climate factors that affect the response to these opportunities. It is based on case studies conducted in Bangladesh, Benin, Cambodia, Indonesia, Peru, and Tanzania. The results of focus group discussions with poor households, surveys of enterprises that directly serve poor households, and analysis of the supply chains that support them provide insights into the nature of demand for services, the prevailing business models of enterprises, and the impact of policy on decisions to invest or expand operations. The issues that prevent local enterprises from tapping the large market for providing poor and nonpoor households with piped water and on-site sanitation differ in important ways across the two sectors. The first part of the book analyzes the challenges that domestic providers of piped water face in Bangladesh, Benin, and Cambodia, countries with very different models of private provision. The second part analyzes the delivery of on-site sanitation services in Bangladesh, Indonesia, Peru, and Tanzania, countries where all providers face supply and demand challenges that are largely unaffected by government policy. Tapping the Markets will be of interest to governments, their multilateral and bilateral development partners, and local and international nongovernment agencies that focus on reducing the impact of lack of access to safe water and hygienic sanitation. The authors propose recommendations for harnessing the entrepreneurial capabilities of the domestic private sector and for addressing this continuing challenge.

Book excerpt: Public sector funding and resources are often inadequate to meet increasing demands for investment and effective management, and a growing case history shows increasing involvement by the private sector in provision of infrastructure and services through PPP arrangements. The objective of this book is to determine, and make recommendations on, means of optimizing the use of Public Private Partnerships (PPP) in development of infrastructure whilst ensuring the sustainable long term provision of water and waste water services. The focus is on providing detailed recommendations on contractual issues and contract structures to achieve this objective. Public Private Partnerships in the Water Sector - Innovation and Financial Sustainability: Identifies what is needed to establish effective and sustainable water and wastewater service reform when using a PPP arrangement, and importantly how those issues can be addressed contractually. Provides specific recommendations of a comprehensive and detailed approach to contract drafting to ensure effective, sustainable and long term provision of water and wastewater services, including an approach for adaptation of public procurement procedures for PPP arrangements. Recommends a proposed approach to dealing with the influence of imperfect or unavailable data on the long term effectiveness or sustainability. This is a practical and pragmatic book in which the authors share their considerable experience on devising and implementing PPPs in the water sector. It is aimed primarily at practitioners working with developing countries but its recommendations will also be suitable for application in developed countries. It is also a useful reference for postgraduates and academics studying infrastructure development. Available in PDF, EPUB and Kindle. Book excerpt: Substantially reducing the number of human beings who lack access to clean water and safe sanitation is one of the key Millennium Development Goals. This book argues and demonstrates that this can only be achieved by a better integration of the technical and social science approaches in the search for improved organization and delivery of these essential services. It presents a historical analysis of the development of water and sanitation services in both developed and developing countries, which provides valuable lessons for overcoming the obstacles facing the universalization of these services. Among the key lessons emerging from the historical analysis are the organizational and institutional diversity characterizing the development of water and sanitation internationally, and the central role played by the public sector, particularly local authorities, in such development. It also explores the historical role played by cooperatives and other non-profit institutions in reaching rural and peri-urban areas, as well as the emergence of new forms of organization and provision, particularly in poor countries, where aid and development agencies have been promoting the self-organization of water systems by local communities. The book provides a critical exploration of these different institutional options, including the interaction between the public and private sectors, and the irreplaceable role of public funding as a condition for success. The book is divided into two parts: the first reviews theoretical and conceptual issues such as the political economy of water services, financing, the interfaces between water and sanitation services and public health, and the systemic conditions that influence the provision of these services, including the diversity of organizational and institutional options characterizing the governance and management of water and sanitation services. The second section presents a number of country or regional case studies, each one chosen to highlight a particular problem, approach or strategy. These case studies are drawn from Africa, the Americas, Asia and Europe, covering a wide range of socio-economic and political contexts. The book will be of great interest to advanced students, researchers, professionals and NGOs in many disciplines, including public policy and planning, environmental sciences, environmental sociology, history of technology, civil and environmental engineering, public health and development studies.

Available in PDF, EPUB and Kindle. Book excerpt: Water Services Management and Governance focuses on water services (water supply, wastewater services) and deals with connections between water resources and services and water resources. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. Water Services Management and Governance raises awareness that an understanding of the past is a necessity to explore potential, probable and preferable futures. It is an essential basis for water sector reforms in any country, region or community. The book is written for experts in water utilities, ministries, municipalities, NGOs, donor agencies, private companies and regulators; as well as students and researchers in water policy and governance, and the management of water resources, services and infrastructure. Editors: Dr. Petri S. Juuti is a historian, and Adjunct Professor in the universities of Tampere, Oulu and Turku. Tapio S. Book excerpt: The purpose of the project Public Private Partnerships and the Poor in Water and Sanitation is to determine workable processes whereby the needs of the poor are promoted in strategies which encourage public-private partnerships (PPP) in the provision of water supply and sanitation services. One of the key objectives is to fill some of the gaps which exist in evidence-based reporting of the facts and issues around the impacts of PPP on poor consumers.

Available in PDF, EPUB and Kindle. Book excerpt: 'This excellent book makes a major contribution to the literature on regulation in a pro-poor direction for urban water supply. It is extremely relevant for policy-makers striving to achieve the Millennium Development Goal for halving the share of world's population without access to clean and affordable water.' Andrew Nickson, University of Birmingham, UK The aim of this book is to present the potential benefits as well as the challenges of introducing a more formal economic regulatory process into the urban water sector arena in lower-income countries. There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.
