Fresh Look at the Fifth-Generation Fighter Pilot Experience Model.(a) This study analyzes how the U.S. Air Force can use training to prepare its F-22 and F-35 pilots to meet future operational requirements. The author begins by reviewing six historic examples of the Air Force's use of combined flight and simulator training to provide a representative environment for pilot training. The author then shows how the lessons learned from these examples have led to the development of an air-to-air training approach that requires representative flight and simulator training at the squadron level. Next, this approach is analyzed as it has been applied to F-22 and F-35 air-to-air training to meet the combatant commanders' requirement for the pilots to be proficient at air combat against enemy 4th generation fighter threats. This analysis reveals several shortfalls in the current training approach for the F-22 and F-35 fighter aircraft pilots. Contemporary F-22 and F-35 pilots do not train against sufficient quantities of representative threats in flight or adequately dynamic threats in simulators. The author concludes that these deficiencies could lead to pilots applying the wrong lessons learned in training, which could reduce their effectiveness in combat. The author then analyses three potential changes the Air Force could make to fill the training gaps in the current approach. These gaps and proposed solutions provide insight into the requirement for the Air Force to invest not only in new technologies, but also in the means to train pilots of advanced aircraft.(b) Experienced fighter pilots are required in many positions both inside and outside the cockpit, including squadron supervision, flight instruction, and headquarters staffs. The definition of fighter experience has changed little since its creation over thirty years ago. Based solely on flight time in either the primary weapons system or high-fidelity simulator, the definition needs to be reexamined as the USAF acquires new aircraft. Fifth generation fighter aircraft, the F-22 and F-35, provide incredible performance and capability, but also present risks to the growth of the experienced fighter pilot population. Decreased aircraft utilization rates and pilot flight time results in a substantially longer period before a new pilot achieves fighter experience. Fifth generation utilization rates are less than fourth generation rates due to increased maintenance requirements and periodic software changes. As a result, a fifth generation pilot can take nearly 40% more time to accrue the requisite flight hours to achieve experience. As a result of longer time to experience, the pilot production pipeline is slowed and vacant pilot positions are left unfilled. Despite flying at a slower rate, many fifth generation pilots complete the Flight Lead Upgrade along similar periods of time as their fourth generation counterparts. This upgrade teaches a pilot the leadership traits necessary to lead formations of aircraft in combat. Those same traits are qualities needed to fill experienced pilot positions. To accurately define the quality and capabilities of the fighter pilot population, the definition of fighter experience should be amended to include completion of the Flight Lead Upgrade. The legacy hours-based model should also be maintained to account for those pilots unable to complete the upgrade.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.

Comprehensive military modernisation programs, sustained economic, scientific and technological developments have substantially elevated China’s international profile. For the past three decades, China has been modernising its strategic weaponry and enhancing the capabilities of its nuclear warheads. It has also been developing new and complex military platforms that would be of great value to joint operations warfare. The decade from 2011 through 2020 will prove critical to the PLA as it attempts to integrate many new and complex platforms, and to adopt modern operational concepts, including network-centric warfare. China’s air force is in the midst of a transformation. A decade ago, it was an antiquated service equipped almost exclusively with weapons based on 1950s-era Soviet designs and operated by personnel with questionable training according to outdated employment concepts. Today, the PLAAF appears to be on its way to becoming a modern, highly capable air force for the 21st century. The PLA Air Force has continued expanding its inventory of long-range, advanced SAM systems and now possesses one of the largest such forces in the world. The January 2011 flight test of China’s next generation fighter prototype, the J-20, highlights China’s ambition to produce a fighter aircraft that incorporates stealth attributes, advanced avionics, and super-cruise capable engines over the next several years. China is upgrading its B-6 bomber fleet with a new, longer-range variant that will be armed with a new long-range cruise missile. China’s aviation industry is developing several types of airborne early warning and control system (AWACS) aircraft. These include the KJ-200, based on the Y-8 airframe, for AWACS as well as intelligence collection and maritime surveillance, and the KJ-2000, based on a modified Russian IL-76 airframe. China can decisively defeat India in any nuclear confrontation, but is currently unable to match the IAF in any conventional conflict, specifically along the border region of the Himalayas. Also, the IAF has greater experience than PLAAF in actual combat operations with its many conflicts; India is gradually building powerful military capabilities in tune with its expanding geopolitical interests, even as the eastern and western fronts are being strengthened to deter the twin Pakistan-China threat. IAF is on the path to transform into a true aerospace power with the capability to rapidly deploy and operate at great distances. As for the two-front challenge, apart from progressively basing Sukhoi-30MKI fighters and missile squadrons in the two theatres, the plan also includes upgrading the airfields and advanced landing grounds in the sectors in order to give both defensive and offensive options. It is important for India to realise the relevance of Chinese achievements in space technologies and to critically view and analyse Chinese achievements in the area of manned space missions In order to achieve further success in the space arena, developments in cryogenic technology are important for India. These should be pursued in order to develop the capability of launching 4-5 ton satellites, which will help in achieving a greater commercial edge. Programmes like moon and mars missions, using robotic technologies, are also important in order to know more about the nature of resources, especially minerals, available on these bodies and undertaking their mining. It is also important to work towards launching satellites for India’s armed forces, which will help gain an advantage over adversaries. The book is an attempt to analyse the strategic importance of rising economic, political and military stature of China with a view to understand its regional and global implications in a new world order. As a rational actor in a chaotic world, China will defend its security interests at all costs. Besides undertaking a comprehensive modernisation of its armed forces, China is developing a series of offensive space capabilities while advocating the peaceful use of outer space. The book will be of immense value not only to the readers of the countries in the immediate neighbourhood of China, but to the strategic community across the globe since rise of China and other major Asian players including India will shape the strategic international environment in the decades to come during this century. It is hoped that the book will contribute to the understanding of the growing importance of integration of air and space and the fact that aerospace has truly become the new theatre of war and thereby establishing a new milestone in mankind’s history of warfare. The unifying space dimension will remain the single most important source for information and communication which can be used in multiple forms. Bush in 2004 sets NASA and the nation on a bold path to return to the Moon and one day put a human on Mars. The long-term endeavor represented by the VSE is, however, subject to the constraints imposed by annual funding. Given that the VSE may take tens of years to implement, a significant issue is whether NASA and the United States will have the workforce needed to achieve that vision. The issues range from short-term concerns about the current workforce's skills for overseeing the development of new spacecraft and launch vehicles for the VSE to long-term issues regarding the training, recruiting, and retaining of scientists and engineers in-house as well as in industry and academia. Asked to explore science and technology (S&T) workforce needs to achieve the nation's long-term space exploration, the Committee on Meeting the Workforce Needs for the National Vision for Space Exploration concluded that in the short term, NASA does not possess the requisite in-house personnel with the experience in human spaceflight systems development needed to implement the VSE. But the committee acknowledges that NASA is cognizant of this fact and has taken steps to correct it, primarily by seeking to recruit highly skilled personnel from outside NASA, including persons from industry and retirees. For the long term, NASA has to ask if it is attracting and developing the talent it will need to execute a mission to return to the Moon, and the agency must identify what it needs to do to attract and develop a world-class workforce to explore other worlds. A major challenge for NASA is reorienting its human spaceflight workforce from the operation of current vehicles to the development of new vehicles at least throughout the next decade, as well as starting operations with new rockets and new spacecraft. The committee emphasizes further that when evaluating its future workforce requirements, NASA has to consider not only programs for students, but also training opportunities for its current employees. NASA's training programs at the agency's various field centers, which are focused on NASA's civil service talent, require support to prevent the agency's internal skill base from withering. Furthermore, NASA faces the risk that, if it fails to nurture its own internal workforce, skilled personnel will be attracted to other government agencies and industry.
