Book excerpt: The natural gas pipelines between Argentina and Chile are large-scale investments in competitive environments. Jadresic, a former minister of energy in Chile, argues that a competitive energy sector and free entry were important policy initiatives to spur the cross-border investments that have benefited Chile's energy sector and environment.Increasing demand for clean energy sources is expanding investment in natural gas infrastructure around the world. Many international projects involve pipelines connecting energy markets in two or more countries. A key feature of investment taking place in Latin America is the convergence of gas and electricity markets. Many projects are being developed to supply gas to new power generation plants needed to meet electricity demand. Construction of a pipeline over the Andes mountains to supply gas from Argentina to energy markets in central Chile was an idea long unfulfilled for political, economic, and technical reasons. Great changes have now taken place in a very short time.Jadresic discusses both the achievements and the challenges to be faced by pipeline developers and Chile's energy sector. He details the benefits of the cooperative effort to consumers in terms of lower energy prices, higher environmental standards, and a more reliable energy system. The experience in Latin America's Southern Cone shows how technological innovation, economic deregulation, and regional integration make it possible to build major international gas pipeline projects within a competitive framework and without direct state involvement. This paper - a product of Private Participation in Infrastructure, Private Sector Advisory Services Department - is part of a larger effort in the department to analyze and disseminate the principles of, and good practice for, promoting competition in infrastructure.

Book Synopsis Integration Strategy for the Southern Cone Gas Networks by : Weltbank

Available in PDF, EPUB and Kindle. Book excerpt: Experts from the governments of Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay, who participated in this strategic study for the Southern Cone Gas Pipeline Networks, combined their efforts to identify a shared energy alternative which would help boost the development of natural gas in the sub region, and, thus, its sustainable economic development. This study was developed in two phases: a first phase which evaluates the economic advantages of the integration of the gas networks in the sub region on the basis of data provided mainly by the governments, determining the priority projects to initiate it; and a second phase containing more detailed technical, economic, environmental and financial pre-feasibility studies for these projects. The studies clearly demonstrate that integration of gas networks has a very positive impact as a mechanism for supplying natural gas, a clean and abundant fuel in the sub region. The study concludes that implementing an integration plan will result in an increase in the competitiveness of regional economies.

Book Synopsis China's Expansion into the Western Hemisphere by : Riordan Roett
Download or read book China's Expansion into the Western Hemisphere written by Riordan Roett and published by Rowman & Littlefield. This book was released on 2008-11-01 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: With President Hu Jintao's November 2004 visit to Latin America, China signaled to the rest of the world its growing interest in the region. Many observers welcome this development, highlighting the benefits of increased trade and investment, as well as diplomatic cooperation, for both sides. But other analysts have raised concerns about the relationship's impact on Latin American competitiveness and its implications for U.S. influence in Washington's traditional backyard. In C hina's Expansion into the Western Hemisphere, experts from Latin America, China, and the United States, as well as Europe, analyze the history of this triangular relationship and the motivations of each of the major players. Several chapters focus on China's growing economic ties to the region, including Latin America's role in China's search for energy resources worldwide. Other essays highlight the geopolitical implications of Chinese hemispheric policy and set recent developments in the broader context of China's role in the developing world. Together, they provide an absorbing look at a particularly sensitive aspect of China's emergence as a world power. Contributors include Christopher Alden (London School of Economics), Robert Devlin (ECLAC), Francisco González (Johns Hopkins–SAIS), Monica Hirst (Torcuato Di Tella University), Josh Kurlantzick (Carnegie Endowment for International Peace), Xiang Lanxin (Graduate Institute of International Studies, Geneva), Luisa Palacios (Barclays), Jiang Shixue (Chinese Academy of Social Sciences), Barbara Stallings (Brown University), Juan Tokatlián (San Andrés University), and Zheng Kai (Fudan University).
