Although several manufacturing industries, such as cotton textiles, depart from the pattern, most appear to have devoted the hulk of their investments to working capitaL This variation across industries in the composition of capital investmentsis indicative of a more general variation in factor intensities, and bears on the issues of why industries became concentrated in the regions they did, and the degrees to which they were adversely affected by the limited availability of long-term loans. Evidence that most manufacturing industries had quite modest investments in machinery and tools per unit of labor is also presented, serving to undercut the notion that the early period of industrialization was based on a proliferation of new, machinery-intensive technologies.

Increasingly, scholars believe that China's relative economic decline in the 18th and 19th centuries was related to its weak fiscal institutions and limited revenue. This book argues that this fiscal weakness was fundamentally ideological in nature. Belief systems created through a confluence of traditional political ethics and the trauma of dynastic change imposed unusually deep and powerful constraints on fiscal policymaking and institutions throughout the final 250 years of China's imperial history. Through the Qing example, this book combs through several interaction dynamics between state institutions and ideologies. The latter shapes the former, but the former can also significantly reinforce the political durability of the latter. In addition to its historical analysis of ideological politics, this book makes a major contribution to the longstanding debate on Sino-European divergence.

Book excerpt: We employ the 1860 Census of Manufactures to study rural antebellum manufacturing in the South and Midwest, and find that manufacturing output per capita was similar across regions in counties specialized in the same agricultural products. The southern deficit in manufactures per capita appears to have been largely attributable to the very low levels of output in counties specialized in cotton production. This implies that it was the South's capabilities for the highly profitable cotton production, not the existence of slavery per se, that was responsible for the region's limited industrial development -- at least in rural areas. The other major finding is that in both the South and the Midwest measured total factor productivity was significantly lower in counties specialized in wheat (the most seasonal of agricultural products as regards labor requirements). This is consistent with suggestions that agricultural districts where the predominant crops were highly seasonal in their requirements for labor were well suited to support manufacturing enterprise during the offpeak periods.

Book excerpt: In 1800, shoes in the United States were made by craftsmen, each trained to create an entire shoe. A century later, shoes were mass-produced in factories employing dozens of machines and specialized workers. Ross Thomson describes this transition from craft to mechanized production in one of the largest American industries of the nineteenth century. Early shoe machinery originated through innovations made by shoemakers, tailors, and especially machinists. It continued to evolve through a process of "learning by selling," in which sales of one generation of machines led to technological learning and ongoing invention by those who used, serviced, and sold them. As a result of this process, the mechanization of the shoe industry and the manufacturers of the machinery it used -- including such firms as Singer and United Shoe Machinery -- evolved together. In researching the process of industrialization, Thomson examined nearly 8,000 patents. Comparing the patent information with directories for more than eighty American cities, he was able to find out who the inventors were, who employed them, how many patents they held, and the extent to which their inventions were used. The principal bodies of evidence examined are four cross-sections of manufacturing firm data from 1820 to 1860, and newly-constructed price indexes for classes of products in different locales. The central findings are that real wages rose substantially over time for all segments of the manufacturing labor force. Workers responded flexibly to changing circumstances, and benefited almost immediately from the rapid expansion of the 1820s. Impressive growth in compensation was maintained until the late 1840s or early 1850s, when progress was slowed by heavy immigration and the mechanization of a number of previously labor intensive industries. Of course, these gains were not continuous, but the evidence bears against the view that the difficult years were due to poorly-functioning markets, rapid changes in technology, or other aspects of industrialization. On the contrary, the chief deviations from the upward trend in real wages seem to be attributable to supply-side shocks originating in the agricultural sector or in unusually large immigration flows, rather than to the path of industrial development.

Book excerpt: The recent economic troubles of Mexico should have surprised no one, for the Mexican economy is an unhealthy one whose basic problems extend back to the nineteenth century - that is the major theme of this study of the formative years of industrialization in Mexico. The author focuses on the forces - economic, political, and technological - that have thwarted Mexican efforts to become a competitive member of the international economic community. Unlike most previous studies, which have relied on aggregate data published by the Mexican government that lump together all industries and all firms, this study is based almost entirely on new material concerning individual companies and individual entrepreneurs. This approach enables the author to examine a wide range of new questions. What were the social origins of Mexico's industrial entrepreneurs? What was their relation to the government of Porfirio Diaz? How profitable were the major manufacturing companies? What effects did the Revolution of 1910-1917 have on the nation's physical plant and on investor confidence? What strategies did firms follow to protect their markets and to prevent competition? The author argues that the roots of modern Mexican industrialization are not to be found in the restructuring of the Mexican economy associated with the Revolution (indeed he contends that the Revolution's effect on the economy has been exaggerated) or in the economic growth stemming from World War II. Rather, he sees the Porfiriato as the decisive era in Mexico's industrialization. By examining the economic constraints on large-scale industrialization during the Porfiriato, he explains the factors that led to an industrial sector marked by concentration of ownership, oligopoly and monopoly production, the inability to compete in international markets, and the need for constant government protection and subsidies.
