The objectives of this report are first to describe the patterns and changing structures of the Sub-Saharan Africa (SSA) livestock sector and secondly to explore innovations that can help to address the complex trade-offs involved in investing in the development of a sustainable livestock sector. The report reviews trends in consumption, production and trade of major livestock commodities and feed in the four subregions of SSA and presents an overview of key issues facing the sector. A scenario for the SSA livestock sector in 2030 is developed using the IMPACT model. It shows significant growth of production across all major livestock commodities with poultry and pork growing faster than ruminant meat production. A series of technical and institutional innovations show opportunities to address the challenges of sustainably intensifying livestock production in SSA. They include improved forages, improved fodder conservation, artificial insemination combined with estrus synchronization, intensive beekeeping, livestock masterplans, livestock asset transfer programs, indexbased livestock insurance and livestock market information systems. The report concludes that livestock plays multiple key roles in the food systems in SSA and will continue to do so in the coming years. The complexity of the system and the multiple trade-offs imply a need for policy makers to shift from frequent "benign neglect" to actively invest in the analytical capacity to understand the changing roles and issues in SSA livestock development. In spite of important divergences on the future role, opportunities and risks associated with livestock production and consumption, developed economies and SSA nations will benefit from international scientific cooperation to jointly tackle the complex issues facing livestock production as part of the envisaged global food system.

Book excerpt: The growing population, urbanization and increasing incomes will result in an increased demand for animal source food products. To ensure the development of a healthy and productive livestock sector, investments are needed from the public and private sectors. We assess whether poultry producers are in a position to play a role in the development of healthy poultry systems by investing in biosecurity through examples of enterprise budgets of producers from Egypt, Kenya and Uganda. In all three countries, the most important revenue item is sale of broilers (>98 percent of total revenues). The two largest cost items are the purchase of day-old chicks (DOCs) and feed, covering 75 to 92 percent of total costs. Feed is the largest cost item at bigger farms (~5 000 birds per cycle) while purchase of DOCs is the largest cost item at smaller farms (~500 birds per cycle). The observed poultry businesses are profitable, profit margins range from 7 to 56 percent, and annual profits equal 2.3 (Kenya large farm) to 3.5 (Egypt) times the GDP per capita in the countries. Investment in biosecurity can potentially increase profits, however, the impact on profit is very context specific, depending on the different features of the businesses, their exposure to disease risk and market characteristics. We illustrate an example of a small farm in Uganda where profits increased by 10.8 percent after adopting three biosecurity practices.

As a first step, the paper presents an analysis of African consumption of animal-source foods. This is rapidly growing and is forecast to continue doing so. It therefore provides opportunities for demand-led growth. This focus is distinct from the more traditional, production-oriented entry point. To understand opportunities for poverty reduction, this paper reviews both the quantitative and qualitative dimensions of African markets for livestock products, in this case animal-source foods. Second, rather than exploring production and productivity constraints, which are known to a large extent, the paper focuses on the incentives that rural households have to invest in their livestock to overcome those constraints. Indeed, farmers often fail to adopt readily available technologies. To analyze incentives, the paper reviews two intertwined dimensions of households' livestock activities, namely herd and flock size and livestock-derived income. The paper concludes by identifying investment priorities for improving the quantity and quality of livestock information so that decision makers will be better able to formulate and implement investments in the livestock sector that effectively contribute to economic growth and poverty reduction.

It presents a novel way of thinking about pastoral development, grounded in a conceptual framework that focuses on the multiple shocks that drylands livestock keepers face and how those shocks can be addressed, drawing on a state-of-the-art literature review carried out by scientists of leading research institutes and development organizations, and integrating the results of an innovative approach to modeling development options for the drylands livestock sector. Looking to the future, the picture is mixed. On the positive side, demand for red meat is expected to strengthen in domestic and regional markets, suggesting that livestock keepers will have good market opportunities. On the negative side, a large majority of livestock keepers are classifi ed as poor, and the natural (feed) resource base is likely to be suffi cient to enable improved meat and milk production for the growing human population. Prospects for the livestock sector through 2030 vary by aridity zone. In arid and semi-arid zones, a reasonable goal for 2030 is to have land use, training, and microfi nance systems established that promote an appropriate balance between human and livestock carrying capacities, featuring mainly grassland/pastoral systems that reliably and sustainably satisfy the minimum income needs of herder households, produce at least a signifi cant part of the demand in local markets for animal source food, and provide environmental services for which livestock keepers receive compensation. The goal includes signifi cant employment generation outside the sector. In the higher rainfall zones of the semi-arid areas, and in the subhumid zones, a reasonable goal for 2030 is to have intensifi ed production systems established, featuring mainly mixed livestock/arable farming or agro-pastoral systems that are closely linked to nearby grassland/pastoral systems and that consistently generate marketable surpluses of differentiated red meat and livestock products that can compete not only in the expanding domestic market but also in selected regional markets.
