Book excerpt: "This paper characterizes the structural and rural transformation of the Asia and the Pacific region (APR), highlighting the implications for rural youth opportunities and challenges, and identifying and elaborating on the characteristics, opportunities and challenges related to rural youth inclusion. Nearly half of the population in Asia is urban, with the proportion projected to rise to 59 per cent by 2035. Except for China, the majority of youth still reside in rural areas. Youth labour force participation is higher in rural than urban areas, and for males than females. Rural youth in countries with low structural transformation and low rural transformation continue to rely on agriculture for employment; in countries with high levels of transformation, a majority of rural youth are now employed outside agriculture (though it is still the biggest contributor to rural youth employment). About one fifth of youth in Asia are not in education, employment or training. More than 86 per cent of employed youth in Asia and the Pacific are in the informal sector, greater than the proportion of informal employment among adult workers"--Page 4 of cover.

Book excerpt: Today, the global youth population is at its highest ever and still growing, with the highest proportion of youth living in Africa and Asia, and a majority of them in rural areas. Young people in rural areas face the double challenge of age-specific vulnerabilities and underdevelopment of rural areas. While agriculture absorbs the majority of rural workers in developing countries, low pay and poor working conditions make it difficult to sustain rural livelihoods.

Book excerpt: This policy brief is one in a series led by Chulalongkorn University with support from the Office of the Higher Education Commission, Ministry of Education, Thailand, in partnership with FAO. The series was initiated to support the Association of Southeast Asian Nations (ASEAN) Work Plan on Education, 2016–2020 implementation while Thailand was Chair of ASEAN in 2019 under the theme: “Advancing Partnership for Sustainability.” The Briefs offer critical interdisciplinary perspectives on agri-food systems from social and sustainability sciences. They are fully aligned with the regional initiative on Food System Transformation and are meant to support the work engaged with ASEAN. This brief focuses on the need for HEIs, international agencies, regional organizations and governments in Southeast Asia to do more to assist youth and tertiary students by providing adequate programmes, curricula, research and extension services. It highlights that it is critical to consider youth as an active partner and to fully include them in better documenting and evaluating youth and student issues while scaling-up best practices. It advocates for improved university services in rural communities to catalyze a paradigm shift from industrial agriculture to diversified agro-ecological systems.

Book excerpt: Dr Noeleen Heyzer is the Institute of Policy Studies' 10th S R Nathan Fellow for the Study of Singapore. This book is an edited collection of her three IPS-Nathan Lectures, delivered in November and December 2021, and includes highlights of her question-and-answer segments with our audience.Dr Heyzer examines how Singapore can continue to contribute to multilateral governance amid 21st century global challenges. Highly dependent on multilateral governance, Singapore has to engage the region and contribute to the multilateral global order. Dr Heyzer highlights the need for Singapore to build a mindset of 'solidarity as self-interest', contribute to a normative future that is equitable, inclusive and sustainable, and rethink our current multilateral governance framework. What does a renewed multilateralism look like? Can Singapore become an epicentre for this new multilateralism? And critically, how can we secure our common future and shape what we become as a nation? The IPS-Nathan Lecture series was launched in 2014 as part of the S R Nathan Fellowship for the Study of Singapore, named after Singapore's sixth and longest-serving president. It seeks to advance public understanding and discussion of issues of critical national interest for Singapore.

Without rural transformation and green industrialisation happening fast enough to create more wage employment in a sustainable manner, the vast majority of rural youth in developing countries have little choice but to work in poorly paid and unstable jobs or to migrate. As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

Book excerpt: The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.

Book excerpt: Unemployment levels are on the rise nearly everywhere, and the rate is particularly high among young people. If this trend is not reversed, the potential long-term economic and social damage is incalculable. For this reason a particular urgency attended an international conference on the subject held in March 2009 at the Marco Biagi Foundation in Modena, Italy, in the course of which specialists in labour law, human resources management, labour economics, sociology, education, and statistics met to present and compare research. This issue of the Bulletin of Comparative Labour Relations includes a selection of the papers presented at that conference. Although the selected essays present findings on specific issues in particular countries, the general applicability at the global level is evident. Assessing measures taken to deal with youth unemployment in thirteen countries (Italy, Spain, Russia, Sweden, Bulgaria, Estonia, Hungary, Poland, Israel, Nigeria, the United States, China, and Singapore), twenty-five leading authorities describe and analyse such aspects of the problem as the following: vocational education and training; quality of employment as well as quantity; links between educational institutions and local, national and international enterprises; consultation and co-operation between employers’ associations and trade unions; job security vs. employment security; funding for postgraduate programmes, internships, and on-the-job vocational training; career development for future managers; safeguards for workers in a framework of flexibility; labour market pressure from unskilled immigrant workers; ‘earn-as-you-learn’ schemes; work in the informal economy; and the rationale behind the phasing out of passive labour market measures for school leavers such as unemployment benefits.

Available in PDF, EPUB and Kindle. Book excerpt: It is widely acknowledged that youth unemployment is one of the most critical challenges facing countries in Sub-Saharan Africa. This volume brings together an eminent group of international scholars to analyse the extent and complex nature of this joblessness, and offer a set of evidence-based policy choices that could contribute to solving the problem in the short- and long-run. Part I reviews the existing literature on youth unemployment and underemployment in Sub-Saharan Africa from microeconomic and macroeconomic perspectives, while Part II goes on to present detailed country studies of Ethiopia, Ghana, Kenya and South Africa. These studies offer a deep understanding of the situation on the ground and consider country-specific solutions. Throughout the book it is argued that the standard ILO definition of unemployment is too narrow to correctly portray employment situations in Sub-Saharan Africa. Several alternative measures of unemployment are presented, which show that joblessness is far more pervasive than commonly assumed in the literature. This volume will be of interest to academics and policy makers involved in African development.

Book excerpt: Focusing on young children in a global context is an approach to end the cycle of poverty and improve the well-being of nations. Improving well-being necessarily begins with core elements such as health, education, nutrition, and social protection; many efforts to improve child development in the first decade of life focus on areas to meet young children's basic needs. Young children living in low-resourced settings are vulnerable to developmental and educational risk factors, such as stunting and undernutrition, disease, caregiver depression, lack of access to quality preprimary and primary education, disabilities, poverty, and societal and familial violence. While each of these areas is important for children's growth and development, there are potential increased benefits from integrated programs and coordinated policies that address more than one of these areas simultaneously, particularly for children living in low-resourced communities. An integrated and coordinated "all system" approach may be the best way to guarantee that children will have the prerequisites for healthy development. The Forum on Investing in Young Children Globally was established with the goal of integrating knowledge with action in regions around the world to inform evidence-based, strategic investments in young children, birth through age 8. The forum held nine workshops across five continents over 3 years. The goal was to learn from experiences in multiple regions and engage in culturally embedded dialogue. This publication summarizes the key themes from the presentations and discussions of the workshops.

Available in PDF, EPUB and Kindle. Book excerpt: The unprecedented progress of East Asia Pacific is a triumph of working people. Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.
