Emissions from off-road engines, specifically construction, are a major source of diesel particulate matter in Portland, OR. There has been little done to manage the impact that construction has on local air quality. This project included a review of recent literature on the health and climate warming effects of particulate matter and black carbon, a modeling study to better understand what the major sources of diesel particulate matter are in Oregon, and a review of current research on construction site emissions. This study also included field monitoring of black carbon at construction sites in Portland, OR which showed that local air quality can be affected. The information gathered in this project, and in partnership with Neighbors for Clean Air, informed content for an interactive web page to help educate and motivate local residents to better understand what’s in their air. This study revealed that there are many opportunities to leverage existing policies and increase incentives for construction projects to adopt cleaner technology and reduce emissions on site.

However, not all information and not all communities are the same. Effective engagement and communication strategies will depend on a community's existing knowledge, opinion about air quality, individual experiences with inequities, and more. This study aims to understand how people living in Portland, Oregon understand and experience air pollution as an environmental risk and examine the extent to which those risk perceptions relate to confidence in science and technology. This gap is critical because of the complex interaction between air pollution and the risk perception of increased advancements in science and technology. Data were collected from early March through early April 2020 via an online survey administered through Qualtrics. The population of interest was respondents who live within the city limits of Portland, Oregon. The online survey measured a total of 1,000 Portlander's and their risk perceptions as defined by the EPPM (perceived severity, perceived susceptibility, and self-efficacy) and confidence in science and technology to solve environmental problems. Results found that confidence in science and technology is positively correlated with self-efficacy, and negatively correlated with perceived severity and susceptibility. In other words, it was found that higher confidence in science and technology is associated with feeling like one can protect themselves from air pollution and feeling like air pollution is not a severe risk that one is susceptible to. Conversely, perceptions of high severity and susceptibility are associated with lower confidence in science and technology. Implications and opportunities for future research are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: In 1990, the Clean Air Act (CAA) Amendments authorized the regulation of 188 hazardous air pollutants (HAP). Exposure to HAPs at sufficient concentrations and durations can increase both cancer and serious adverse non-carcinogenic effects. The purpose of this study was to conduct a human health risk assessment using data of 43 HAPs from five monitor sites in Portland, Oregon during July 1999-August 2000. HAP concentrations were compared to carcinogenic and non-carcinogenic (health) benchmark concentrations; and emission sources were determined for HAPs that exceeded health benchmark concentrations. Additionally, cancer risks were determined for subpopulations and compared to cancer risks generated for the general population. Results of this study indicate that 20 HAPs exceeded carcinogenic benchmark concentrations (corresponding to a risk level of 1 x 10−6) in at least one location. Chromium compounds posed the highest cancer risk (3.5 x 10−4). Seventeen HAPs exceeded carcinogenic benchmark concentrations at all five sites. Seventy-five percent (%) of the total cumulative cancer risk was contributed by chromium compounds, 1,3-butadiene, formaldehyde and 1,1,2,2-tetrachloroethane. Three HAPs, chromium compounds, acrolein, and formaldehyde, exceeded non-carcinogenic hazard ratios of 1.0. Releases from area sources accounted for the largest percentage of HAPs that exceeded health benchmark concentrations. With respect to subpopulations, asthmatics teenagers (age 11-16) and asthmatic adults (age 18-50), had slightly elevated cancer risks of 1.4 x 10−6 and 1.2 x 10−6. respectively, compared to the general population risk level of 1 x 10−6. Results of this study indicate that several HAPs pose a potential human health concern in Portland and that efforts should be made to reduce their emissions. Additional studies are warranted to further assess potential human health risks and the extent of HAPs in Portland, Oregon.
