Book excerpt: Wisconsin's overall property tax burden has declined from 6.9% of total personal income in 1972 to 3.6% of income in 2017. During that same period, residential property taxes changed less, falling from 2.9% to 2.5% of income. Residential property taxes here are high compared to other states due to Wisconsin's greater reliance on local governments to provide services, few local revenue options other than the property tax, and preferential treatment of residential property in other states.

Available in PDF, EPUB and Kindle. Book excerpt: 'The chapters in this book explore in detail the choices regarding both the structure and administration of the property tax, drawing on the extensive knowledge the authors have acquired in studying property taxes around the world. The chapters provide a wide-ranging treatment of the design choices and administrative tasks, both in terms of the breadth of design options and administrative tasks covered and the depth of the discussion. The authors describe the range of design choices, discuss the associated issues and the advantages and disadvantages for each, and present the criteria to help choose among the options.’ From the book’s Foreword by David L. Sjoquist, Professor of Economics and Dan E. Sweat Scholar Chair in Educational and Community Policy, Georgia State University Property taxation is a key element in providing a solid foundation and a stable funding source for basic public services. Developing and implementing a property tax system is a complex task. This complexity is compounded by the diversity of legal, cultural and historical contexts of policymakers and tax administrators. The World Development Report (1999-2000), Entering the 21st Century puts fiscal decentralization at the top of the development agenda. This makes local taxation - and especially the property tax option - of critical importance to both tax and land policy, as well as the broader development agenda. A Primer on Property Tax: Administration and Policy provides the reader with an analysis of issues surrounding property tax, including economics, law, public finance, decentralisation, valuation, GIS and property tax reform. A key strength of the book lies in the vast international experience of the authors and the book will provide for the first time material which is topical, cutting-edge and highly relevant to many of the disciplines involved in property taxation. The authors examine the criteria applied to evaluate the strengths and weaknesses of property tax, discuss the main valuation methods and the economic principles underpinning them and review the legal and administrative aspects of property tax worldwide.

Book excerpt: The recent housing market boom in the U.S. has caused sharp increases in residential property taxes. Anecdotal evidence suggests that rising property taxes have induced elderly homeowners to increase their labor supply. This paper uses 1992-2004 panel data from the Health and Retirement Study (HRS) as well as a newly collected dataset on state-provided property tax relief programs to investigate the effect of property taxes on the labor supply of elderly homeowners. It is the first rigorous study on the link between property taxes and elderly labor supply. I examine both the extensive margin - whether elderly homeowners delay retirement or reenter the labor market in the face of rising property taxes, and the intensive margin - whether elderly homeowners work longer hours when property taxes increase. A simulated IV approach is used to address the potential endogeneity problem associated with property taxes. I find little evidence that property taxes have a significant impact on elderly homeowners' decisions to retire, to re-enter the labor force, or to increase working hours.

Book excerpt: Research suggests that effective administration of property tax assessment is challenging under conditions of rapidly fluctuating house prices, lack of comparable sales, and use of informed guesses for value judgments. The literature catalogues tools for identifying inequities yet there is still debate over the appropriate approach. This research builds upon Cheng’s (1976) model specification to vertical inequity estimation by employing hedonic house price characteristics in the first stage of a two-stage least squares estimation. This specification generalizes into temporal and spatial models using indicator variables for sale years and market areas, respectively. Results find full expression using a graphical plot of inequity estimates in the original scale. Single-family, residential dwellings exhibit a mixture of progressive, equitable, and regressive patterns before, during, and after a period of volatile housing market dynamics in Dallas County, Texas.
