Book excerpt: Increasing public criticism of traditional teacher evaluation systems based largely on classroom observations has spurred an unprecedented shift in the debate surrounding educational accountability policies, specifically about the purposes for and measures used to evaluate teachers. In response to growing public demand and associated federal mandates, states have been prompted to design and implement teacher evaluation systems that use increasingly available, statistically complex models (i.e., value-added) intended to isolate and measure the effects of individual teachers on student academic growth over time. The purpose of this study was to examine the perceptions of school administrators and teachers within one of the largest school districts in the state of Arizona with regards to the design and implementation of a federally-supported, state policy-directed teacher evaluation system based on professional practice and value-added measures. While much research has been conducted on teacher evaluation, few studies have examined teacher evaluation systems in context to better understand the standards of effectiveness used by school administrators and teachers to measure system effectiveness. The perceptions of school administrators and teachers, considering their lived experiences as the subjects of the nation's new and improved teacher evaluation systems in context, must be better understood if state and federal policymakers are to also better recognize and understand the consequences (intended and unintended) associated with the design and implementation of these systems in practice.

Subsequently, studies and reports show the lack of and need for a multidimensional teacher evaluation system. This deficiency and need is especially evident in Michigan due to the state's recent legislative mandate that their evaluation system must include multiple data as measures of educator effectiveness. The purpose of this study is to investigate and describe how two Michigan public schools are attempting to build a multidimensional teacher evaluation system that includes the new Michigan mandate to incorporate evidence of student learning as a significant element in teacher performance review systems. This study makes use of a qualitative case study design that includes the following sources: interviews of school personnel, review of archival documents and teacher surveys, and observations of the implementation process. The investigation answers five research questions: What strategies and processes are used by these schools in Michigan to build research-supported multidimensional teacher evaluation systems based on Charlotte Danielson's Framework for Teaching? How are schools addressing each of Danielson's four domains of teacher practice? What resources are utilized to implement a multidimensional teacher evaluation system? What challenges do schools face in implementing a multidimensional teacher evaluation system and how are they addressed? What evidences exist that the teacher evaluation system is resulting in positive educational outcomes? National and state reports acknowledge that there are few comprehensive models that exist in meeting Michigan's mandate to build a rigorous, transparent, and fair performance evaluation system. This research study addresses the need to identify and describe promising practices so that it will assist state policy makers, local districts, and individual schools to assess their current evaluation practices in order to determine possible strategies for improvement. An investment to provide all students with a quality education, which includes ensuring that they are taught by a highly effective teachers, has the potential to positively transform the lives of students and communities.

A well-executed teacher evaluation system produces data regarding educator effectiveness. It is the intention of the 2012 AchieveNJ teacher evaluation reform law that teacher evaluation data be used to make human capital management decisions, including those associated with the instructional improvement of teachers (NJ DOE, 2014). These teacher evaluation systems (TES) are intended to increase student achievement by improving the quality of teacher practice (Schulman, 2014). Although this fact is established in the literature, it is seen that educators report individual, small group, and school-level instructional improvement programs that are disconnected from their practice and TES data usage (Danielson, 2011; Garret et. al, 2001; Hallinger et. al., 2014; Schulman, 2014; Wilson & Berne, 1999). Using a mixed methods design this investigation seeks to examine how teacher evaluation data in a school reform grant (School System Improvement Project (SSIP); PIs Reddy, Kettler & Kurz) funded by the US Department of Education - Teacher Incentive Fund Program awarded to Rutgers University) is utilized for instructional improvement. School partners in the project include 14 high needs charter schools across the state of New Jersey. The sample included 155 teacher survey respondents, 16 semi-structured teacher interviews, and 11 semi-structured administrator interviews. The Rutgers School Systems Improvement Project (SSIP) is a focused on enhancing Human Capital Management Systems and Teacher Evaluation Systems to improve principal and teacher effectiveness to maximize student growth and achievement. There were two aims of this mixed methods study. The first aim was to examine school administrators' use (nonuse) of teacher evaluation data to inform instructional improvement in educators. The second aim of the study was to examine teachers' experiences with school administrators' use of teacher evaluation data to support instructional improvement. These aims were addressed via qualitative semi-structured interviews of school administrators, semi-structured focus group interviews of teachers, and quantitative analysis of survey data exploring teacher attitudes, beliefs, and experiences regarding teacher evaluation. In addressing the aims of the study, four assertions emerged as supported by both the qualitative and quantitative data results: " Administrators and teachers report data is used to inform collaborative and specific feedback most frequently." Teachers and administrators report TES data is most used individual instructional improvement, specifically informing Professional Development Plans and future development goals." Teachers and administrators report Teacher Evaluation Systems data is sometimes used to inform group and whole school level improvement, but barriers interfere with its use." The barriers of time, knowledge, and training of both administrators and teachers are interfering with data use for instructional improvement. The results of this investigation inform the Rutgers School Systems Improvement Project in current and future support of partner schools in the implementation of teacher evaluation and instructional improvement programs. Recommendations to address these assertions within the problem of practice include improving administrator training, improving administrator onboarding programs, enhanced support surrounding data based decision making, and future study to confirm findings and establish clear generalizability to the broader field.

The push for policies that aim to increase teacher effectiveness, fire ineffective teachers and recruit or retain effective teachers unite educational stakeholders; yet, specific, operational definitions of effectiveness remain elusive and divisive. It is easy to say that teacher effectiveness is the single most important factor in student achievement, but difficult to say what it means to be effective. In this study I take up a Critical Discursive Psychology (Wetherell, 1998) approach to the text of the current Framework for Teacher Evaluation and Professional Growth in Tennessee and the talk of the Teacher Evaluation Advisory Committee (TEAC)- a 15-member committee appointed to craft a new evaluation policy with Race To The Top funds under the First To the Top Act. My findings suggest that there are polarized interpretative repertoires available for talking and making sense of effectiveness in teaching. These ways of talking about teaching create conflicts and dilemmas within conversations that are managed in patterned ways. Within the talk of the TEAC, patterns in the way dilemmas are managed within conversations include evading and dividing decisions points in ways that support a self-extending system of education reform. My findings suggest that teacher effectiveness is constantly being constructed within conversations, rather than being a single idea that can be singularly and authoritatively defined and handed down. As such I argue that teacher effectiveness policies must purposefully engage individuals at all levels of policy and practice in ongoing conversations about effectiveness in teaching and the evaluation of teaching in order to mediate the unintended consequences of tools for evaluation, and to develop a shared vision of excellence for collaborative progress.
