Book excerpt: Integrated water resources management advocates a coordinated approach for managing water resources in a way that balances social and economic needs with concern for the environment. While potentially useful, integrated water management is also controversial. Supporters believe that the multi-dimensional nature of water can only be understood and managed from a holistic perspective, while critics often argue that integrated water management lacks suffi ciently well-defi ned rules for its practical implementation. This book, written by academics, users and practitioners, provides a down-to-earth approach to the ideal of integrated water resources management, drawing from conceptual frameworks and real-life practice to identify the key aspects that are yet to be resolved. As such, it examines the role of water accounting, food trade, environmental externalities and intangible values as key aspects whose consideration may help the water management community move forward. Overall, integrated water resources management is perceived to be a useful utopia, whose value lies more in the steps that need to be taken to make it a reality than in achieving its ever-elusive end goal.

Available in PDF, EPUB and Kindle. Book excerpt: Playing a critical role in both influencing climate change and mitigating its impacts, the world’s diverse wetlands have become one of the world’s most threatened ecosystems as unsustainable land-use practices coupled with irrational use of water have already resulted in large-scale wetlands loss and degradation. To develop sound management and conservation schemes to assure wetlands sustainability in the long term requires long-term understanding of wetlands ecology. Yet until now, long-term interdisciplinary research into these systems has been limited to only a few systems from tropical or temperate climates (such as the Florida Everglades, and Czech biosphere reserve). This new book adds to the existing wetlands literature, providing a unique reference in basic and applied Mediterranean wetland ecology, based on results from long-term interdisciplinary research at the RAMSAR and UNESCO Biosphere site, of Las Tablas de Daimiel, Spain. Dating back to the early 1990s the research highlights changes in the biotic and abiotic environment in response to cumulative anthropogenic stressors, and provide guidance on applying this understand to sound management and conservation. With particular relevance to researchers dealing with semi-arid wetlands in the Mediterranean and elsewhere, as well as to resource managers, the book discusses the complexity of the interacting abiotic and biotic environment across different spatial and temporal scales and across various levels of biological hierarchy is highlighted, and reveals how management based on poor knowledge causes more damage than repair. The book will be of interest to researchers interested in freshwater ecology, hydrobotany, hydrology, geology, biogeochemistry, landscape ecology and environmental management.

Available in PDF, EPUB and Kindle. Book excerpt: Within recent years pharmaceuticals have come into focus as contaminants of the environment (see for example Kümmerer, K. editor: Pharmaceuticals in the Environment). At the same time the issue of sustainable chemistry gained momentum. Bringing both together would result in sustainable pharmacy. Sustainable pharmacy is a totally new issue and approach. It addresses environmental, economical and social aspects of pharmacy. In the present stage the focus will be on environmental issues along the whole lifecycle of a pharmaceutical entity. That is dealing with resources and energy input but also with waste issues for example during the synthesis and production of an active pharmaceutical ingredient. Furthermore, it would also look on the compounds themselves and will aim to improve the degradability of the compounds after their use in the environment to reduce the environmental risk caused by pharmaceuticals in the environment. Another issue is the people using pharmaceuticals such as pharmacists, medical doctors and patients. How can they contribute to more efficient use of pharmaceuticals with less environmental burden and less risk for drinking water. The book "Sustainable Pharmacy" will address all these issues and will be the first one dealing with this important topic.

Book excerpt: Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

Book excerpt: Groundwater allocation determines who is able to use groundwater resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from groundwater, today and in the future. Building on the 2015 OECD publication Water Resources Allocation: Sharing Risks and Opportunities, this report focuses on groundwater and how its allocation can be improved in terms of economic efficiency, environmental effectiveness and social equity. Drawing on an analysis of groundwater's distinctive features and nine case studies of groundwater allocation in a range of countries, the report provides practical policy guidance for groundwater allocation in the form of a "health check". This health check can be used to assess the performance of current arrangements and manage the transition towards improved allocation.

Book excerpt: "The world water problems are a due to bad governance, not to physical water scarcity." This book is inspired by this statement and explores whether it holds in a specific country, Spain, where climatic conditions – Spain is one of the most arid countries of the European Union - would fully justify saying that water problems are due to physical water scarcity. The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Initiatives portrayed as the solution to the water governance ‘jigsaw’ – e.g. water trade, improved water use efficiency, users collective action, public participation – are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock. This book takes a step forward in showing a more complex - and also closer to reality - picture of water governance in Spain.

Book excerpt: Though the modern Spanish State was formed in the mid Fifteenth Century, historical records show that water works, statues, and the utilization of water dates back to centuries BC. As a semi-arid country, the effort to control, store and assure water supplies to cities and fields is present in numerous historical and political landmarks. Water policy in Spain has been the focus of Spanish-speaking scholars for decades, yet a comprehensive treatment of the subject has never before been published in English. Water Policy in Spain fills this gap by providing readers with a comprehensive, detailed account of the history of water policy in Spain from the beginnings of the 20th century to the present day. Part one presents a synopsis of the physical, economic, environmental and climatic bases of Spain, also covering corresponding political topics. Part two reviews the major constraints and opportunities that are relevant to face major water policy challenges. And part three is an in-depth account of water policy in the country. The issues closely examined include the way in which old water laws and institutions have been able to adapt to new sentimental and institutional challenges, including the significant change in the last decade to comply with the European Union’s Water Framework Directive (WFD). Like many semi-arid countries, climate change, drought risks and water pollution are cause for growing concerns in Spain and the country is still struggling to define a consistent and widely accepted set of policies to combat these threats. Spain’s current water policy is unique because it entails a complete tour de force with respect to what the country has been doing on water matters for centuries. As the WFD must be enforced in 27 States (representing 500 million Europeans), the lessons that can be learnt from the Spanish experience should catch the attention of water practitioners around the world.
