Book excerpt: Excerpt from Inventory of the County Archives of Illinois: Ogle County, No; 71 In addition, the program of the Project has been planned to dovetail with the long-range plans of the State of Illinois for the care of state and local archives. For example, the first step, the removal of all state records to a new Archives Building, has been materially aided by the prepa ration of preliminary inventories by survey workers for the various state departments. Furthermore, the program of the state for the preservation of county records, including the making of microphotographic copies of all important historical documents, obviously presupposes inventories such as The Illinois Historical Records Survey Project is now making. The inventories being compiled by The Historical Records Survey Projects also make possible for the first time a scientific study of the question of record destruction. Under Illinois law no records may be de stroyed without specific enabling legislation. This provision, together with the tremendous increase in the quantity of records in recent years, has made it impossible for either the state or the counties to take care of the documents adequately. Hence, a certain amount of record destruo tion has been inevitable. If, as seems probable, a study of those invan tories should lead to the enactment of adequate and sensible legislation governing the disposition of public records, those compilations may prove to be the most important contribution of the Survey. Preliminary work on the survey in Ogle County, the seventy-first on the alphabetically arranged list of one hundred and two counties in Illinois, was begun in April, 1936, and completed as far as possible in March, 1937. The first field forms were then sent to the state office in Chicago where they were received March 15. All forms were sent to Oregon February 28, 1938, for a complete recheck and returned to the state office August 12, 1938. A final recheck was made in the summer of 1939. The inventory was taken by Albert Alkire, h.b. Champlain, Curt Enkelmann, Step hen Kerns, Myrtle Little, and Richard G. Myrland, under the supervision of Victor C. Karcher. Abstracting of county board records, upon which much of the essay material of this inventory is based, was begun July 9, 1938, by Albert Alkire, Curt Enkelmann, and William Thompkins, and finished July 1, 1940. Cass County (Virginia) The undertaking now officially designated the Historical Records Survey Projects was initiated nationally in January 1936, as part of the Federal Writers' Project of the Works Progress Administration, now the Work Projects Administration. In Illinois the Survey became an independent unit in August 1936, but continued to operate as part of the nation-wide project under the technical supervision of Dr. Luther H. Evans, National Director, and under the administra tive supervision of the Division of Community Service Programs. Dr. Evans resigned March 1, 1940 and was succeeded by the present director, Sargent B. Child. Alston G. Field, Howard E. Colgan, and Royal S. Van de Woestyne were the first three state directors, serving until November 1, 1937, to May 16, 1939, and to October 1, 1940, respectively. On September 1, 1939 the Illinois State Library, of which Secre tary of State Edward J. Hughes is State Librarian and Helene H. Rogers, Assistant State Librarian, became the sponsor of the Illinois Historical Records Survey. On January 15, 1940 this sponsorship was assumed by the University of Illinois. The present sponsor of the Survey is the Honorable Dwight H. Green, Governor of Illinois. In compiling this inventory of the archives of Cass County, the Survey has sought to locate, describe, and classify all extant county records and to make them more easily accessible to county officials. The general public and research workers. It is believed that this inventory will be useful as a guide to the archives wherein may be found so much important informa tion in the fields of history, sociology. Political science, and economics and that it will result in a greater interest in their preservation. While some historians have realized this for many years the general public has never been made aware of the intrinsic worth of this material. In the official documents of Cass County are found the materials of another chapter in the story of the coming into the Illinois wilderness of settlers who created a terri tory and the rudiments of a simple frontier govern ment, bought and sold land, built roads, established schools and later founded a state. Book excerpt: Excerpt from A Guide to County Records in the Illinois Regional Archives The publication of this guide to the holdings of the Illinois Regional Archival Depository (irad) system is an important outcome of efforts begun nine years ago. Planning for irad began in 1974 when the disposal of materials under Illinois' Local Records Act, administered by the State Archives, first reached appreciable levels. That program was thus successful from the viewpoint of local officials, but it did not address questions of the preservation and research use of permanently valuable records. The new regional system was designed not simply to prevent the disposal of such records, but also to provide access to them in the most practicable fashion. The system directly complements the Archives' holdings of state agency records as well. Building the system demanded extended negotiations, of course, but those efforts were rewarding. Through them Archives staff found that there existed across the state a real interest in the preservation of the public records that reflect our past. Not only did archivists and histo rians welcome our efforts, but energetic groups of family historians and even many local officials wished us well. By the latter part of 1975 agreements were signed between the Office of the Secretary of State and the six universities which serve as depositories. Each university agreed to provide secure storage space and public access for the records of its geographic area; the Archives undertook to meet the costs of the system's staff of graduate interns, and to supply all coordination and support services necessary; and the National Endowment for the Humanities contributed a timely and generous grant to meet costs of the first two years' operations. During the spring of 1976 the first graduate interns were chosen, and the system began to function in August of that year. Since that time irad has accessioned more than cubic feet of original records, and reels of microfilmed material, from ninety-five counties of a target of 101. It has built a collection that is especially strong in the areas of public education, probate, taxation, and elections. The State Archives' program has benefited from the regional system in a number of ways. We have broadened and improved our relations with history faculties in the state. We have expanded markedly the reference ser vices we are able to deliver. The graduate interns have formed a recruitment pool for the Archives and, happily, a number of other historical agencies. Our recent publication, Windows to the Past, is sued in 1982, drew upon the system's holdings for the facsimile docu ments it contained. Even the format of this present guide is a distinct achievement, as an effective means to deal with problems of recordseries formation and description that textbook procedures could re solve only by extremely cumbersome forms. A recount was ordered by the court, but so much delay was incurred and so many obstacles placed in the way of carrying the order into effect, that Judge Smith abandoned the con test in disgust, although making material gains as far as it had gone. During his professional career he was connected as counsel. With some of the most important trials before the Chicago courts; was also one of the Directors of the Chi cago Public Library, on its organization in 1871. Died suddenly, in Chicago, Oct. 6. 1898.
