Book excerpt: The book is an "insider view" of global policy-making, reflecting the concerns of scientists, international negotiators, and circumpolar Inuit and other Arctic indigenous peoples about health and environmental issues relating to persistent organic pollutants. In May 2001 representatives of 111 nations gathered in Stokholm to sign a legally binding convention to eliminate or reduce emissions of pesticides, insecticides and other industrial combustion by-products. Northern Lights Against POPs tells the many-faceted scientific, policy, legal and advocacy story that led to the Stockholm convention.

Available in PDF, EPUB and Kindle. Book excerpt: Interest in Arctic politics is on the rise. While recent accounts of the topic place much emphasis on climate change or a new geopolitics of the region, the history of the Inuit Circumpolar Council (ICC) and Arctic politics reaches back much further in time. Drawing out the complex relationship between domestic, Arctic, international and transnational Inuit politics, this book is the first in-depth account of the political history of the ICC. It recognises the politics of Inuit and the Arctic as longstanding and intricate elements of international relations. Beginning with European exploration of the region and concluding with recent debates over ownership of the Arctic, the book unfolds the history of a polity that has overcome colonization and attempted assimilation to emerge as a political actor which has influenced both Artic and global governance. This book will be of strong interest to students and scholars of Arctic politics, indigenous affairs, IR theory and environmental politics.

Book excerpt: As the Far North assumes an increasingly important role in international politics, so too does Canada’s role in its governance. In 1991, eight countries signed the Arctic Environmental Protection Strategy: Canada, the United States, Russia, Norway, Denmark, Sweden, Iceland, and Finland. This was the first step in the formation of the Arctic Council, which was formally established in 1996 to act as a high-level intergovernmental body to address social, political, and environmental issues in the Arctic. Indigenous peoples, who form a significant population in seven of the eight countries’ Arctic regions, are involved in the council as permanent participants if they represent a single indigenous people across borders. Acclaimed biographer John English explores the history and growing relevancy of the council as Canada becomes the chair of that body in 2013. English chronicles a remarkable shift in Canada’s stance. The Canadian embrace of co-operative multilateralism in the nineties and the jealous protection of sovereignty in 2010 reveal a difference in approach, interest, and values. Both approaches had antecedents in Canada’s past—there has been Liberal unilateralism and nationalist rhetoric too—but there are fundamental differences between Canadian policies in the 1990s and those adopted in the following decade. Ice and Water explores the origins, creation, and development of the Arctic Council as a means of understanding those differences.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

Book excerpt: This book helps us to think carefully about how this area of the world should be best handled in the future by offering a concise and accessible introduction to the Arctic Council. Over the past two decades, the Arctic has evolved from being a remote region in international affairs to becoming an increasingly central concern of the global community. The issues of climate change, access to new energy resources, the development of new global trade routes, the protection of the natural environment and the preservation of indigenous cultures and languages have all come to be focused within this formerly neglected region. Now in its nineteenth year of operation the Arctic Council, an innovative international organization, is going through a period of new growth and challenges. This work identifies the major trends and directions of current Arctic diplomacy and the manner in which national, regional and international leaders and organizations can all make useful contributions in dealing with the complex agenda of environmental, economic and political challenges faced by this increasingly significant area of the globe. This book will be of great interest to students and scholars of international organizations, international relations and the environment.
