These different crops are differentially sensitive to particular kinds of rainfall shocks. We find that conditional on overall household expenditure, the composition of expenditure is sensitive to the gender of the recipient of a rainfall shock. For example, rainfall shocks associated with high women's income shift expenditure towards food. Social norms constrain the use of profits from yam cultivation, which is carried out by men. Correspondingly, we find that rainfall-induced fluctuations in income from yams are transmitted to expenditures on education and food, not to expenditures on private goods. We reject the hypothesis of complete insurance within households, even with respect to publicly observable weather shocks. Different sources of income are allocated to different uses depending upon both the identity of the income earner and upon the origin of the income.

The main challenge is how to build policies and programs on a gender perspective approach taking into account gender differences in behavior between male and female at the level of the household. This study is undertaken in a context of two earner partners living in mixed farming systems in Senegal where earnings come primarily from crops and livestock. This book provides substantial research focused on household decision-making regarding resource allocation and consumption. Moreover, it attempts to show empirical findings on the analysis of welfare and well-being through an innovative combination of subjective and objective methods. The research shows how important socioeconomic and cultural factors are in determining earnings from agricultural activities. Important determinants of productivity are related to women’s land access, non-labor income (transfers from migrants), and the wife's access to credit and health care. The research illustrates also that women's bargaining power may be strongly linked to their access to livestock resources, their mobility in purchasing food and medicine and their participation in the management of household finance. Analysis of decision-making regarding expenditures shows that women, more than men, value household goods (related to food, health and schooling expenditures) more than private goods. The results suggest that policies aimed at improving household livelihoods must understand gender differences, obligations and priorities.

Book excerpt: Women’s low status and persistent gender gaps in health and education in South Asia contribute to chronic child malnutrition (Smith et al. 2003) and food insecurity (von Grebmer et al. 2009), even as other determinants of food security, such as per capita incomes, have improved. This is particularly relevant for Bangladesh, where chronic food insecurity continues to be an important issue despite steady advances in food production. To be able to leverage agriculture as an engine of inclusive growth, there is a need to develop indicators for measuring women’s empowerment, examine its relationship to various food-security outcomes, and monitor the impact of interventions to empower women. Using nationally representative survey data from Bangladesh, we examine the relationship between women’s empowerment in agriculture and two measures of household food security: per adult equivalent calorie availability and dietary diversity. We use the Women’s Empowerment in Agriculture Index to assess the extent of women’s empowerment in agriculture and instrumental variables techniques to correct for the potential endogeneity of empowerment. We find that the overall women’s empowerment score, the number of groups in which women actively participate, women’s control of assets, and a narrowing gap in empowerment between men and women within households are positively associated with calorie availability and dietary diversity.

Book excerpt: This book deals with the effectiveness and the capability of microfinance institutions (MFIs) to enhance women’s livelihoods and empowerment and to mitigate the effects of HIV and AIDS in Côte d’Ivoire. The results show that MFI credit causes positive and negative effects. MFI credit has improved incomes, the level of farm production and human and social capital. MFI credit has also enhanced women’s decision-making power within households due to their new ability to contribute to the improvement of the household standard of living. Furthermore, women’s empowerment regarding the demand for and the use of credit give them more opportunity to obtain MFI credit. Despite the positive effects of MFIs on women’s income, this publication shows that loan repayment was not successful among some female borrowers due to the fact that the loan has not been used for investment purposes. For MFIs, the diversion of loans can endanger their functioning and sustainability and therefore their effectiveness in rural areas. Regarding HIV, this book highlights the diversity and the specificity of the way HIV-affected individuals are financially supported by credit institutions. Both the direct and indirect effects of HIV and AIDS on women’s livelihood and MFIs are analysed.

Book excerpt: Rwanda is a recognized leader in the region and in the world in terms of women’s empowerment. However, no country has yet achieved full gender equality, resulting in untapped potential. The findings from the Women’s Empowerment in Agriculture Index (WEAI) baseline survey conducted in 2019 for the Ministry of Agriculture and Animal Resources (MINAGRI), indicated that women and men in Rwanda both have relatively high levels of empowerment across different agricultural do mains, and most women are as empowered as men in their households. This working paper dis cusses the findings further and in the context of MINAGRI’s Gender and Youth Mainstreaming Strategy that was also launched in 2019, as well as the Fourth Strategic Plan for Agricultural Transformation (PSTA 4). Key findings include the following. • Compared to other countries in the region, women in Rwanda have relatively greater access to financial services and a relatively lower time burden in agriculture. • However, when compared to men in Rwanda, inequalities persist. Women are significantly less likely than men to access financial services, participate in the marketing of agricultural commodities, access extension services, and spend their time on productive (rather than reproductive) work. By adapting and promoting innovative and gender-inclusive financial products, shifting gendered cultural norms, providing extension to both the household head and the spouse, and investing in time-saving technologies and innovations, there are opportunities to reduce the gender gap in agriculture and increase agricultural productivity. Realization of these outcomes will depend partly on the implementation of the Gender and Youth Mainstreaming Strategy and PSTA 4, and partly on coordination with other gender-transformative programs in Rwanda.

Using a randomized control trial design, combined with three rounds of data, we investigate the impacts on gender equitable attitudes and behaviors of a graduation program that seeks to simultaneously “push” households out of poverty and improve unequal gender norms in Ethiopia. We find that at midline all treatment arms lead to improvements in men’s gender equitable attitudes and their engagement in household domestic tasks as reported by both men and women; but at endline, impacts are only sustained in the treatment arms that introduced men’s engagement groups after the midline survey to further promote improvements in equitable gender norms.
