Book excerpt: September 1996 To what extent does growth in exports in Central and Eastern Europe reflect economic restructuring and changes in the composition of trade as opposed to redirection of traditional CMEA exports to the West? In the first half of the 1990s, after the demise of central planning, exports to OECD countries from many Central and Eastern European countries grew rapidly. Hoekman and Djankov explore what trade data suggest about the extent to which growth in exports reflect economic restructuring and changes in the composition of trade as opposed to redirection of traditional CMEA exports to the West. They also investigate the role of vertical intra-industry exchange in the expansion of trade with Western Europe - that is, getting inputs from European Union (EU) suppliers that are then used in the production of goods exported to the EU. They find a strong relationship between export performance and growth in vertical intra-industry trade with the EU. The Czech and Slovak Republics, Hungary, Poland, and Slovenia all rely heavily on the EU for inputs - more so than Austria, Portugal, and Spain, for example. As their per capita exports to the EU have also grown the fastest, this appears to be a characteristic of successful transition. The Czech and Slovak Republics registered the highest growth in exports and the greatest reorientation in the pattern of trade. They have the highest level and rate of growth in intra-industry trade with the EU, but have undergone the least change in composition of exports. But substantial changes have occurred in the composition of exports within traditional export categories. This suggests that Czech and Slovak firms pursued a strategy of upgrading and differentiating traditional exports, relying on EU firms for new machinery, components, and know-how. Simple redirection of goods that were traditionally exported to CMEA markets does not appear to have played an important role in the growth of exports to Western Europe. Export growth is in products that were not exported to the CMEA or in traditional export items that have been substantially upgraded or differentiated. Inflows of foreign direct investment - limited before 1994 - correlate highly with levels of intra-industry trade. But if large investments in the automobile sector are excluded, foreign direct investment seems unlikely to have been a major force driving the growth of intra-industry trade. These exchanges and the underlying integration into the world economy (Western Europe) mostly reflect arm's-length transactions between Central and Eastern European firms and their European counterparts. This paper - a product of the Private Sector and Finance Team, Europe and Central Asia, and Middle East and North Africa Technical Department - is part of a larger effort in the department to monitor economic developments in Central and Eastern Europe.

Attention is focused on relations between the role of monetary and fiscal policy in close conjunction with wage policy. Furthermore it is made evident that in global markets a theoretical macroeconomic concept as a base for sustainable employment is not very promising without enhanced international co-operation.

An active, though not necessarily large, stock market and high scores on an index of respect for legal norms are associated with faster than predicted rates of firm growth. Government subsidies to industry do not increase the proportion of firms growing faster than predicted. Demirgüç-Kunt and Maksimovic focus on two issues. First, they examine whether firms in different countries finance long-term and short-term investment similarly. Second, they investigate whether differences in financial systems and legal institutions across countries are reflected in the ability of firms to grow faster than they might have by relying on their internal resources or short-term borrowing. Across their sample, they find: * Positive correlations between investment in plant and equipment and retained earnings. * Negative correlations between investment in plant and equipment and external financing. * Negative correlations between investment in short-term assets and retained earnings. * Positive correlations between investment in short-term assets and external financing. These findings suggest that across very different financial systems, financial markets and intermediaries have a comparative advantage in funding short-term investment. For each firm in their sample, they estimate a predicted rate at which it can grow if it does not rely on long-term external financing. They show that the proportion of firms that grow faster than the predicted rate in each country is associated with specific features of the legal system, financial markets, and institutions. An active, though not necessarily large, stock market and high scores on an index of respect for legal norms are associated with faster than predicted rates of firm growth. They present evidence that the law-and-order index measures the ability of creditors and debtors to enter into long-term contracts. Government subsidies to industry do not increase the proportion of firms growing faster than predicted. I had the great opportunity to work on it for one year at the European University Institute in Florence and to finalise the oeuvre during my stay with the European Commission's Institute for Prospective Technological Studies in Seville. The subject matter of the book is intellectual property rights, patents in particular, and their process of harmonisation in Europe. At the beginning of the work, the intention was not to focus immediately on one narrow field in the huge realm of intellectual property rights but rather to open my mind in order to capture a broad variety of new ideas and concepts in the book. The work at three different institutes in three different European countries over the period of four years naturally exposed the work to diverging ideas and the exchange of views with many people. This is one reason for the wide spread of topics ordered around the given leitmotif, such as epistemological foundations, political background information,. the protection of biotechnological inventions and the building up process of intellectual property right systems in the countries of Central and Eastern Europe. In chapter two I take up Polanyi's differentiation of codifiable and tacit knowledge. Applying these concepts to my own work I realise that this book is only the visible and codified part of knowledge I was able to capture.
