In Intervention as Indirect Rule, Alex Veit uses a close study of the district of Ituri, a major battlefield and a laboratory for international intervention, to explore the micropolitics of warfare and statebuilding. Combining detailed firsthand empirical data with a historically informed analysis, Veit shows the effect that contemporary humanitarian interventions have on state-society relations. He also pays particular, and much needed, attention to the question of why the very organizations that should be helping with international statebuilding efforts--local authorities and civil society groups--so often instead turn out to be corrupt or hostile. Ultimately Veit argues that international intervention tends inadvertently to replicate--or even amplify--historical structures of political inequality, rather than establishing a liberal form of statehood.

Using the Democratic Republic of the Congo as a case study – an object of Western intervention since colonial times – this book scrutinizes the contemporary practice of humanitarian intervention from the inside. It seeks to expose how humanitarian aid and peacekeeping works, what obstacles they encounter and how they manage to retain their legitimacy. By examining the relationship between the West and the DR Congo, this volume asks why intervention continues to be so central for the relationship between Western and local spheres. Why is it normal and self-evident? The main answer developed here is that the separation of these two spheres allows intervention to enjoy sufficient degrees of legitimacy to be sustained. Owing to the contradictions that surface when juxtaposing the Western and Congolese spheres, this book highlights how keeping them separate is key to sustaining intervention. Bridging the divide between the liberal peace debate in International Relations and anthropologies of humanitarianism, this volume thus presents an important contribution to taking both the legitimizing proclamations and ‘local’ realities of intervention seriously. Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

The practice shows no signs of abating, despite the recent collapse of Communism and the decline of the Cold War. In The Political Economy of Third World Intervention, David Gibbs explores the factors that motivate intervention, especially the influence of business interests. He challenges conventional views of international relations, eschewing both the popular "realist" view that the state is influenced by diverse national interests and the "dependency" approach that stresses conflicts between industrialized countries and the Third World. Instead, Gibbs proposes a new theoretical model of "business conflict" which stresses divisions between different business interests and shows how such divisions can influence foreign policy and interventionism. Moreover, he focuses on the conflicts among the core countries, highlighting friction among private interests within these countries. Drawing on U.S. government documents—including a wealth of newly declassified materials—he applies his new model to a detailed case study of the Congo Crisis of the 1960s. Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This book was published as a special issue of Contemporary Security Policy.

Book excerpt: This book offers an in-depth study on the deployment of military operations in the framework of the European Union’s Common Security and Defence Policy (ESDP/CSDP). While existing studies of the subject are either descriptive or focused on a single level of analysis, this book incorporates factors from three different levels of analysis to explain the deployment of ESDP military operations. First, the international level, where the emergence of events that threaten certain values held dear by EU member states, catalyses the process leading to an operation; second, the national level, where the member states formulate their initial national preferences towards a prospective deployment based on national utility expectations; and third, the EU level, where the member states come to negotiate and seek compromises to accommodate their different national preferences towards a deployment. The strength of this multi-level collective action approach is demonstrated by four in-depth military case studies, which analyse the preference formation of France, Germany, and the UK towards the deployments of Operation Althea in Bosnia and Herzegovina, Operation Artemis and EUFOR RD Congo in the Democratic Republic of the Congo (DRC), and Operation Atalanta off the coast of Somalia, respectively. The author draws on a wealth of primary sources, including over 50 semi-structured interviews conducted with national and EU officials during 2011-15, and provides an up-to-date overview and critique of the existing theoretical literature on the deployment of ESDP/CSDP military operations.
