Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic and international levels. She illustrates this model by taking up the critical question of cooperation among nations. Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game--not fears of other countries' relative gains or the likelihood of cheating--that ultimately shapes how the international game is played out and therefore the extent of cooperative endeavors. The interaction of the domestic actors' preferences, given their political institutions and levels of information, defines when international cooperation is possible and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, and the eventual domestic ratification. The book reaches the surprising conclusion that theorists--neo-Institutionalists and Realists alike--have overestimated the likelihood of cooperation among states.

Trade and other international transactions affect a broad spectrum of individual economic interests. For example, relatively less-efficient domestic firms lose, and importers and consumers desiring goods produced abroad benefit. Domestic philosophers and religious doctrines may be challenged by ideas imported from abroad, while those interested in new ideas or dissatisfied with existing theories benefit. As a consequence, organized interest groups have long battled each other for and against more open borders with the result that nearly all governments have some restrictions on trade. However, it is less clear whether politics itself has been globalized along with flows of goods, services, and ideas. This paper uses theories from public choice to analyze international and global aspects of politics, that is, the extent to which international organizations directly or indirectly determine government policies. Here it bears noting politically active international organizations have long existed, because economic and political advantages can often be realized by coordinating efforts. Such groups are evidently becoming increasingly important in the twenty-first century as a result of technological and ideological change and also an increase in the breadth and depth of interests affected by international trade and international externalities.

Why have some countries been able to successfully deal with this problem while others have not? Who are the actors who seek to internationalize conflicts? Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.
