Book excerpt: The book mainly investigates the challenges that confront France’s unique dual system of higher education in facing internationalization and the recruitment of international students. This book focuses on the development of the institutional strategies in two groups of higher education institutions: University and Grande École in responding to the opportunities and stresses of both Europe’s Bologna process and globalization. The research data presents in this book was collected from four local institutions, two Grandes Écoles and two universities, one of each focusing on the social sciences and the other on natural sciences and technology. Interviews with major stakeholders in the institutions, including personnel from international offices, faculty/researchers and international students were adopted as principal methods for data collection. The thematic organization of the findings in each chapter covers views from three levels of stakeholders’ and interprets the results within theoretical frames, such as institutional theories, world-system theory, international academic relationship theory and branding theory. Readers will find this book both practical and innovative in four key ways. Firstly, in knowledge diffusion, revealing the mysterious veil of the unique French dual higher education system. Secondly, in new knowledge production, exploring a new subject of research and filling the blanks from previous studies of the two groups of institutions. Thirdly, in presenting new interesting sights into current reforms in Frances’s higher education and how far principles of path dependency will ensure strong continuities with the past as against a tendency to homogenization in response to pressures from Europeanization and global ranking systems. Finally, in exploring the dimension of interculturality and the interplay between researcher’s identity and research process.

Book excerpt: The increasing impact of marketization on higher education and global attention on referencing systems has discretely transformed the academic world. We observed some nations' overemphasis on economic benefits in international education and some nations' huge investment in their HEIs building for better ranking positions. We observed the quasi-gratuity of higher education fees in France; and in spite of their unsatisfactory academic performance on international rankings, French HEIs have always been the top favorite hosting destinations. We also observed the lack of knowledge of grandes écoles in the international academic community and a mysterious image created by the complexity of this dual system for French HEIs. To examine the contradictory facts and reveal the complex phenomena, two grandes écoles and two universities specializing in similar study fields were selected to be sites of exploration. The purpose of this local comparative study was mainly to explore how the two groups of institutions have developed their respective strategies in the international student recruitment process in the context of internationalization. This study used a qualitative approach for data collection incorporating interviews and documentation analysis. The analysis revealed both the pain and the gain that the grandes écoles and universities have been experiencing in internationalization and the comparative results related to inbound study mobility in these institutions.

A qualitative content analysis of 40 semi-structured interviews shows that the German and French career agents’ career capital and habitus develops during expatriation, which has an important impact on the re-integration into the parent country career field. The Author shows that in an international career mobility context, the rules of the game change compared to the rules in a pure national career context, which challenges the pertinence of national career models in understanding repatriation in a Franco-German context.

Just as often, they end up as mere rhetoric and the educational indicators continue to slide. Education is a dynamic sector with its ups and downs. To understand these ups and downs and to gain a clearer grasp of the essentials of reform, we need to look deeply into the origins and development of successful and failed reforms. This book seeks to answer that need. To do so, it stresses two important themes. First, the essence of educational practice lies in the institutionalised ideals and norms of an educational system, not in how much is spent on education or how many people are involved in education.
