The book argues that the apparent tension between Burke's constitutionalism and crusading is ultimately reconciled by his broader conception of international order and legitimacy. It is only by widening the definition of international theory to include domestic as well as international politics that one can resolve the tension in Burke's theory and arrive at a richer understanding of the nature of international order, both historically and today.

He demonstrates that England's revolution was a European event, that it took place over a number of years, and that it had repercussions in India, North America, the West Indies, and throughout continental Europe. His rich narrative, based on new archival research, traces the transformation of English foreign policy, religious culture, and political economy that, he argues, was the intended consequence of the revolutionaries of 1688-1689. James II's modernization program emphasized centralized control, repression of dissidents, and territorial empire. The revolutionaries, by contrast, took advantage of the new economic possibilities to create a bureaucratic but participatory state, which emphasized its ideological break with the past and envisioned itself as continuing to evolve. Book excerpt: This book develops new theory about the link between debt and democracy and applies it to a classic historical comparison: Great Britain in the eighteenth century which had strong representative institutions and sound public finance vs. ancient regime France, which had neither. The book argues that whether representative institutions improve commitment depends on the opportunities for government creditors to form new coalitions with other social groups, more likely to occur when a society is divided across multiple political cleavages. It then presents historical evidence to show that improved access to finance in Great Britain after 1688 had as much to do with the development of the Whig Party as with constitutional changes. In France, it is suggested that the balance of partisan forces made it unlikely that an early adoption of 'English-style' institutions would have improved credibility.
