However, large sections of the Arctic fall under state jurisdiction, often causing tensions to arise that prevents any cooperation from achieving fully efficient environmental protection. To enhance our understanding on how states learn about environmental norms, Engstrand examines negotiation processes on environmental protection for the prevention of Arctic marine oil spills and the reduction of short-lived climate pollutants. On the other hand, Moscow is open to co-operation with foreign partners that are willing to partake in exploiting the Arctic natural resources. The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.

In 1991, eight countries signed the Arctic Environmental Protection Strategy: Canada, the United States, Russia, Norway, Denmark, Sweden, Iceland, and Finland. This was the first step in the formation of the Arctic Council, which was formally established in 1996 to act as a high-level intergovernmental body to address social, political, and environmental issues in the Arctic. Indigenous peoples, who form a significant population in seven of the eight countries’ Arctic regions, are involved in the council as permanent participants if they represent a single indigenous people across borders. Acclaimed biographer John English explores the history and growing relevancy of the council as Canada becomes the chair of that body in 2013. English chronicles a remarkable shift in Canada’s stance. The Canadian embrace of co-operative multilateralism in the nineties and the jealous protection of sovereignty in 2010 reveal a difference in approach, interest, and values.
