Pulling back the curtain on the "divisible college of international lawyers," Anthea Roberts shows how international lawyers in different states, regions, and geopolitical groupings are often subject to distinct incoming influences and outgoing spheres of influence in ways that reflect and reinforce differences in how they understand and approach international law. These divisions manifest themselves in contemporary controversies, such as debates about Crimea and the South China Sea. Not all approaches to international law are created equal, however. Using case studies and visual representations, the author demonstrates how actors and materials from some states and groups have come to dominate certain transnational flows and forums in ways that make them disproportionately influential in constructing the "international." This point holds true for Western actors, materials, and approaches in general, and for Anglo-American (and sometimes French) ones in particular. However, these patterns are set for disruption. As the world moves past an era of Western dominance and toward greater multipolarity, it is imperative for international lawyers to understand the perspectives and approaches of those coming from diverse backgrounds. By taking readers on a comparative tour of different international law academies and textbooks, the author encourages them to see the world through the eyes of others -- an essential skill in this fast changing world of shifting power dynamics and rising nationalism.

This difference will put social coherence under unusual stress. Book excerpt: This volume delivers a history of internationalism at the League of Nations and the United Nations (UN), with a focus on the period from the 1920s to the 1970s, when the nation-state ascended to global hegemony as a political formation. Combining global, regional and local scaes of analysis, the essays presented here provide an interpretation of the two institutions — and their complex interrelationship — that is planetary in scale but also pioneeringly multi-local. Our central argument is that although the League and the UN shaped internationalism from the centre, they were themselves moulded just as powerfully by internationalisms that welled up globally, far beyond Geneva and New York City. The contributions are organised into three broad thematic sections, the first focused on the production of norms, the second on the development of expertise and the third on the global re-ordering of empire. By showing how the ruptures and continuities between the two international organisations have shaped the content and format of what we now refer to as ‘global governance’, the collection determinedly sets the Cold War and the emergence of the Third World into a single analytical frame alongside the crisis of empire after World War One and the geopolitics of the Great Depression. Each of these essays reveals how the League of Nations and the United Nations provided a global platform for formalising and proliferating political ideas and how the two institutions generated new spectrums of negotiation and dissidence and re-codified norms. As an ensemble, the book shows how the League of Nations and the United Nations constructed and progressively re-fashioned the basic building blocks of international society right across the twentieth century. Developing the new international history’s view of the League and UN as dynamic, complex forces, the book demonstrates that both organisations should be understood to have played an active role, not just in mediating a world of empires and then one of nation-states, but in forging the many principles and tenets by which international society is structured.

The speed of the regime's collapse confounded many observers, and the ensuing civil war showed Foreign Policy's index of failed states to be deeply flawed--FP had, in 2010, identified 110 states as being more likely than Libya to descend into chaos. They were spectacularly wrong, but this points to a larger error in conventional foreign policy wisdom: failed, or weak and unstable, states are not anomalies but are instead in the majority. More states resemble Libya than Sweden. Why are most states weak and unstable? Taking as his launching point Charles Tilly's famous dictum that 'war made the state, and the state made war, ' Arjun Chowdhury argues that the problem lies in our mistaken equation of democracy and economic power with stability. But major wars are the true source of stability: only the existential crisis that such wars produced could lead citizens to willingly sacrifice the resources that allowed the state to build the capacity it needed for survival. Developing states in the postcolonial era never experienced the demands major interstate war placed on European states, and hence citizens in those nations have been unwilling to sacrifice the resources that would build state capacity. For example, India and Mexico are established democracies with large economies. Despite their indices of stability, both countries are far from stable: there is an active Maoist insurgency in almost a quarter of India's districts, and Mexico is plagued by violence, drug trafficking, and high levels of corruption in local government. Nor are either effective at collecting revenue. As a consequence, they do not have the tax base necessary to perform the most fundamental tasks of modern states: controlling organized violence in a given territory and providing basic services to citizens. By this standard, the majority of states in the world--about two thirds--are weak states. Chowdury maintains that an accurate evaluation of international security requires a normative shift: the language of weakness and failure belies the fact that strong states are exceptions. Chowdhury believes that dismantling this norm is crucial, as it encourages developing states to pursue state-building via war, which is an extremely costly approach--in terms of human lives and capital. Moreover, in our era, such an approach is destined to fail because the total wars of the past are highly unlikely to occur today. Just as importantly, the non-state alternatives on offer are not viable alternatives. For better or worse, we will continue to live in a state-dominated world where most states are weak. Counterintuitive and sweeping in its coverage, The Myth of International Order demands that we fundamentally rethink foundational concepts of international politics like political stability and state failure.

In Plowshares into Swords, David Ekbladh recaptures the power of knowledge and information developed between World War I and World War II by an international society of institutions and individuals committed to liberal international order and given focus by the League of Nations in Geneva. That information and analysis revolutionized critical debates in a world in crisis. In doing so, Ekbladh transforms conventional understandings of the United States’ postwar hegemony, showing that important elements of it were profoundly influenced by ideas that emerged from international exchanges. The League’s work was one part of a larger transnational movement that included the United States and which saw the emergence of concepts like national income, gross domestic product, and other attempts to define and improve the standards of living, as well as new approaches to old questions about the role of government. Forged as tools for peace these ideas were beaten into weapons as World War II threatened. Ekbladh recounts how, though the US had never been a member of the organization, vital parts of the League were rescued after the fall of France in 1940 and given asylum at the Institute for Advanced Study in Princeton. However, this presence in the US is just one reason its already well-regarded economic analyses and example were readily mobilized by influential American and international figures for an Allied “war of ideas,” plans for a postwar world, and even blueprints for the new United Nations. How did this body of information become so valuable? As Ekbladh makes clear, the answer is that information and analysis themselves became crucial currencies in global affairs: to sustain a modern, liberal global order, a steady stream of information about economics, politics, and society was, and remains, indispensable.
