Available in PDF, EPUB and Kindle. Book excerpt: This book examines the evolution of international nuclear non-proliferation trade controls over time. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime. This book will be of much interest to students of nuclear proliferation and arms control, security studies, and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: The Nonproliferation Predicament is an authoritative and comprehensive look at U.S. nonprolif-eration policy. Top U.S. scholars, analysts, and policymakers focus on the period since the Reagan administration took office and address several questions about the current state of nuclear proliferation: As the international non-proliferation regime evolves will it continue to be responsive to the problem of proliferation? Or will it become superannuated by new technologies, or enmeshed in domestic and international political controversies and conflicting interests? What nonproliferation policies are likely to be effective in the 1980s and beyond, as nations continue efforts to establish and expand nuclear industrial bases, providing them with capabilities useful for the pursuit of weapons options in the future? Does the stagnation of the international nuclear market and the difficulties of nuclear threshold states like India give reasons for hope? Or will the limited proliferation of the past prove to have been a passing anomaly in military history?

The non-proliferation regime is the body of public international law that aims to counter this threat. It has been a cornerstone of global security for decades. This book analyses its main instruments. The book focuses on the Nuclear Non-proliferation Treaty, international trade controls and the International Atomic Energy Agency. It describes the internal mechanics of these mechanisms, their development, and their strengths and weaknesses. It shows how they together are the basis of a political-legal order that is more than the sum of its parts, offering new insights on the role of international law in an area dominated by security-driven politics.

Book excerpt: Thirty years ago, President Eisenhower's Atoms for Peace proposal to the United Nations provided the basis for development of nuclear cooperation, trade, and nonproliferation policy in the noncommunist world. Ever since its inception, however, the policy has sparked widespread debate, and it remains controversial today. Exploring the past, present, and future significance of Atoms for Peace, the contributors to this volume analyze the future role of the United States in international affairs, the nature of controls over nuclear cooperation and trade, the scope and limitations of international cooperation in nuclear energy and nonproliferation matters, and the prospects for multinational and international institutional measures to achieve these ends.

Available in PDF, EPUB and Kindle. Book excerpt: The nuclear non-proliferation treaty had recently undergone its third formal review by its signatories, who had assessed its effectiveness and considered how it might better be implemented. This book, originally published in 1987, written by experts many of whom were leading participants in the nuclear non-proliferation treaty regime at the time, examines the whole range of issues connected with nuclear non-proliferation and the treaty. It looks at non-proliferation from the point of view of nuclear nations, non-nuclear nations and the nuclear industry. It assesses the work of the international monitoring bodies and reconsiders the place of non-proliferation in the changing balance of global nuclear power. It concludes by discussing the way forward.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume examines the issue of the proliferation of dual-use technology and the efforts of the international community to control these technologies. Efforts to stop the spread of weapons of mass destruction (WMD) increasingly focus on preventing the proliferation and misuse of dual-use technologies: information, materials and equipment that can be easily applied for peaceful and hostile purposes. The threat of terrorist attacks with nuclear, biological or chemical weapons, in particular, makes it necessary to develop a sustainable non-proliferation policy that effectively hinders the misuse of dual-use technologies. In this book, leading non-proliferation experts from different regions of the world reflect on the political, legal and technical obstacles with an aim to finding a better balance between control and cooperation in dual-use technology transfer regulations. This broad approach makes it possible to compare regimes which may be structurally different but are similar in the way they attempt to regulate dual-use technology transfers by balancing controls and cooperative approaches. This book will be of much interest to students of weapons proliferation, arms control, global governance, international organizations and international security.

Book excerpt: The further proliferation and possible use of nuclear weapons are among the very greatest threats to U.S. and international security, yet most governments and industry officials downplay the risks of civilian nuclear technology and materials being diverted to make bombs. They use this optimistic assessment in formulating U.S. and international nuclear trade and nonproliferation policies. This volume taps the insights and analyses of 13 top nuclear and security experts to weigh the validity of their narrative. The result is a comprehensive counternarrative that recommends a significant tightening of current nonproliferation controls.

This book was released on 2018-06-21 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every nuclear weapons program for decades has relied extensively on illicit imports of nuclear-related technologies. This book offers the most detailed public account of how states procure what they need to build nuclear weapons, what is currently being done to stop them, and how global efforts to prevent such trade could be strengthened. While illicit nuclear trade can never be stopped completely, effective steps to block illicit purchases of nuclear technology have sometimes succeeded in slowing nuclear weapons programs and increasing their costs, giving diplomacy more chance to work. Hence, this book argues, preventing illicit transfers wherever possible is a key element of an effective global non-proliferation strategy.
