Book excerpt: Despite clear aspirations by the Association of Southeast Asian Nations (ASEAN) to create an effective and transparent framework to facilitate movements among skilled professionals within the ASEAN by December 2015, progress has been slow and uneven. This report examines the challenges ASEAN member states face in achieving the goal of greater mobility for the highly skilled, including hurdles in recognizing professional qualifications, opening up access to certain jobs, and a limited willingness by professionals to move due to perceived cultural, language, and socioeconomic differences. The cost of these barriers is staggering and could reduce the region's competitiveness in the global market. This report launches a multiyear effort by ADB and the Migration Policy Institute to better understand the issues and develop strategies to gradually overcome the problems. It offers a range of policy recommendations that have been discussed among experts in a high-level expert meeting, taking into account best practices locally and across the region.

Available in PDF, EPUB and Kindle. Book excerpt: The chapters in this volume study transnational social relationships and cross-border connections between ‘ordinary’ people that arise from the increasingly large-scale mobilities and migrations between Thailand and ‘the West’. While Thai and Western people’s social relationships are usually studied as personal stories within a cross-border marriage migration perspective, this book considers it necessary to see them as more than marriage migration. Even though a focus on the ‘personal life stories’ of marriage migrants provides valuable insights, it can also mask consideration of the structural context of socially embedded cross- border connections and exchanges, as well as state restrictions, that, first, make people’s decisions to move a possibility in the first place, and second, shape a migrant’s post- migration life- trajectory and experiences, relative to others in their origin and settlement societies. The chapters on Thai women who marry and move with older Western men, Western men and women who move to Thailand to retire or for leisure, and Thai rural families transformed by mobilities and migration, try to draw out their gendered experiences of transnational living. The individual choices that shaped these lives, and the surprising prevalence of lives like these in Thailand and abroad, needs to be understood within context as an outcome of the specific globalisation processes that have shaped Thailand through transnational links to other parts of the world over the last decades. Globalisation and penetration by foreign capital, cultures, and people through mass tourism is key to this explanatory backstory as well as the internal rural/ urban cleavages that drive Thailand’s economic development. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.

This book was released on 2014-10-23 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

Available in PDF, EPUB and Kindle. Book excerpt: Transnational labor migration often begins with the dream of securing a more stable and prosperous future, a chance to survive. The lure of “global cities” as a place to attain that dream looms large within the context of rural-urban migration flows. This book reveals some of the complex phenomena and processes that strip bare the lives and dreams of migrant workers living abroad, whose life experiences are overwhelmingly dominated by stress and suffering and diminished gendered roles. The book illuminates the intimate aspects of how Thai male migrants have transcended their harsh reality while living under Singapore’s strict regulations governing foreign workers. Stripped bare of the powerful sociocultural, economic, and legal processes that govern their existence at home, these men must recraft their gendered selfhoods, identities, and sensibilities. Using personal and interpretive ethnography, the book explores how popular music, sports, religious beliefs, cultural traditions, sexual desire, and intimacy are refashioned by appropriating cultural and symbolic capital into new cultural experiences. It also provides an extensive look at the sudden unexplained nocturnal death syndrome (SUNDS) among young healthy Thai construction workers in Singapore. The author’s in-depth analyses of migrant social life and male migrant gendered identitynegotiating processes provide an invaluable contribution to our understanding of labor transnationalism in the Southeast Asian context. Highlights An important contribution to studies of the masculinization of migration Provides ample insight into the lived experience of migrant workers Explores an often forgotten side of labor migration, that of sexual intimacy Adds a rich, detailed understanding of “village transnationalism”
