Does the migration of highly skilled professionals from developing and underdeveloped countries to developed countries harm or hurt their country of origin?In Emigration, Brain Drain, and Development: The Case of Sub-Saharan Africa, Arno Tanner questions the emerging literature that stresses the positive aspects of labor migration. He finds that while emigration certainly cannot be stopped, and may be beneficial in some cases, unhindered high-skilled emigration —particularly in the case of sub-Saharan Africa —can have disastrous consequences. In examining the cases of Malawi, Tanzania, and Zimbabwe, Tanner finds striking trends. For instance, the outflow of physicians from Malawi may severely hurt AIDS prevention. Furthermore, sub-Saharan Africans tend not to return; remittances are erratic, have dwindled over time, and do not offset the costs of emigration. Tanner recommends specific policies where carefully targeted development measures could be used to mitigate the negative consequences of brain drain.

Investment in human capital must be systematically organized in relation to other investments. Specifically, attrition in primary school is high, and the education does not respond sufficiently to labor market requirements, nor engender self-employment opportunities. Inadequate agricultural production, nutrition, health care, poor female education, and excessive population growth are major obstacles to human development and economic growth. A dynamic growth model tested for the contribution of investments in human and physical capital, and other economic factors to economic growth. The stabilization of population growth was considered. Indeterminacy of human capital investment to economic growth was ascertained. Investment in human capital may promote labor productivity growth, may result in detrimental trade-off with growth, or under certain conditions may have no relationship with economic growth. Population growth was associated with reduced investment in higher education, resulting in indeterminacy of its contribution to economic growth. Raising the incremental capital in managerial and technical higher education, and in equitable redistribution of this capital will create productive disequilibria. The educational system must also focus on population and nutrition.

Book excerpt: This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.

This book focuses on sustainable environmental and resource management development in the Sub-Saharan Africa region in the medium-term future. The first part analyses the driving force of environmental change in the region, including persistent poverty, population growth, urbanization, industrialization, and energy production and consumption. The second part takes up issues central to sustainability, including agriculture, on which the majority of people still depend for their livelihood. Among the conclusions, the authors stress the need for policies aimed at poverty eradication and equitable economic development to counter unsustainable use of natural resources and to reduce vulnerability to environmental deterioration, economic decline, and hazards. Much greater cooperation between the North and South--and a more open system or trade in particular--are recommended for better resource management. And finally, a strengthening of environmental institutions and environmental education at all levels is advised.

What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. Book excerpt: Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.
