Development theory did not manifest itself in tracts of economic and political theory alone. It manifested itself in every sphere of expression where economic predicaments might be seen to impinge on cultural factors. Architecture appears in development discourse as a terrain between culture and economics, in that practitioners took on the mantle of modernist expression while also acquiring government contracts and immersing themselves in bureaucratic processes. This book considers how, for a brief period, architects, planners, structural engineers, and various practitioners of the built environment employed themselves in designing all the intimate spheres of life, but from a consolidated space of expertise. Seen in these terms, development was, to cite Arturo Escobar, an immense design project itself, one that requires radical disassembly and rethinking beyond the umbrella terms of “global modernism” and “colonial modernities,” which risk erasing the sinews of conflict encountered in globalizing and modernizing architecture. Encompassing countries as diverse as Israel, Ghana, Greece, Belgium, France, India, Mexico, the United States, Venezuela, the Philippines, South Korea, Sierra Leone, Singapore, Turkey, Cyprus, Iraq, Zambia, and Canada, the set of essays in this book cannot be considered exhaustive, nor a “field guide” in the traditional sense. Instead, it offers theoretical reflections “from the field,” based on extensive archival research. This book sets out to examine the arrays of power, resources, technologies, networking, and knowledge that cluster around the term "development," and the manner in which architects and planners negotiated these thickets in their multiple capacities—as knowledge experts, as technicians, as negotiators, and as occasional authorities on settlements, space, domesticity, education, health, and every other field where arguments for development were made.

Known as the Sassi, the majority of the ancient city is composed of thousands of structures carved into a limestone cliff and clinging to its walls. The resultant menagerie of forms possesses a surprising visual uniformity and an ineffable allure. Conversely, in the 1950s Matera also served as a crucible for Italian postwar urban and architectural theory, witnessed by the Neorealist, modernist expansion of the city that developed in aversion to the Sassi. In another about-face, the previously disparaged cave city has now been recast as a major tourist destination, UNESCO World Heritage Monument, and test subject for ideas and methods of preservation. Set within a sociopolitical and architectural history of Matera from 1950 to the present, this book analyses the contemporary effects of preservation on the city and surrounding province. More broadly, it examines the relationship between and interdependence of preservation and modernism within architectural thought. To understand inconsistencies inherent to preservation, in particular its effect of catalyzing change, the study lays bare planners' and developers' use of preservation, especially for economic goals and political will. The work asserts that preservation is not a passive, curatorial pursuit: it is a cloaked manifestation of modernism and a powerful tool often used to control economies. The study demonstrates that preservation also serves to influence societies through the shaping of memory and circulation of narratives.

The British architects Alison and Peter Smithson used the term "New Brutalism" from 1953, claiming that if their house in Soho had been built, "it would have been the first exponent of the ‘New Brutalism’ in England". Reyner Banham famously gave the movement a series of characteristics, including the clear expression of a building’s structure and services, and the honest use of materials in their "as-found" condition. The Smithsons and Banham promoted the New Brutalism as ethic rather than aesthetic, privileging truth to structure, materials and services and the gritty reality of the working classes over the concerns of the bourgeoisie. But Brutalist architecture changed as it was taken up by others, giving rise to more sculptural buildings flaunting their raw materials, including off-form concrete, often in conjunction with bold structural members. While Brutalism fell out of vogue in the 1980s, recent years have seen renewed admiration for it. This volume is consistent with this broader resurgence, presenting new scholarship on Brutalist architects and projects from Skopje to Sydney, and from Harvard to Haringey. It will appeal to readers interested in twentieth-century architecture, and modern and post-war heritage. This book was originally published as a special issue of Fabrications: the Journal of the Society of Architectural Historians, Australia and New Zealand.
