Today, cities are home to 54 percent of the world’s population, and by the middle of this century that figure will likely rise to 66 percent. According to the United Nations (UN) Habitat I (1972), Habitat II (1996) and Habitat III (2016) summits, cities are facing many serious challenges, including growing inequality, security concerns and the worsening impacts of climate change. Uncontrolled urbanization has led to many problems (haphazard growth of areas, emergence of slums, inadequate water and power supply, poor sanitation, shortage of transport and other civic amenities, shrinking green spaces, pollution, crime, and urban disaster risks such as fire, flood, road and industrial accidents, etc.). Worldwide, communities at the international, national and local level are continuously working to improve human habitats. In order to make our planet more sustainable, the UN has moved from the Millennium Development Goals (MDG) to the Sustainable Development Goals (SDG). Among the latter, the aim of SDG 11 is to “...make cities and human settlements inclusive, safe, resilient and sustainable.” In light of these challenges, various terms have emerged to help understand urban issues. Visualizing the problem, the United Nations program “Making Cities Resilient” is focused on mitigating the disaster risk in urban areas. This book analyzes terms such as: sustainable, resilient, livable, inclusive, smart and world class city, which have emerged in the process of combating urban challenges in today’s world. The book addresses emerging concepts for cities, challenges and potentials, urban environments, health and planning/policies. It provides readers with a range of cutting-edge methodologies for evaluating resilience and clarifies the difference between resilience, vulnerability and sustainability. Initially, the book focuses on describing the different types of uncertainty that arise in the context of resilience evaluation. This is followed by an entire chapter dedicated to the analytical and experimental recovery functions. Then, starting from the definition of resilience provided by MCEER, an extension of the methodology is provided that introduces the seven dimensions of Community Resilience, summarized in the acronym PEOPLES. They are: Population and Demographics, Environmental/Ecosystem, Organized Governmental Services, Physical infrastructures, Lifestyle and Community Competence, Economic Development, and Socio-Cultural Capital. For each dimension, components and subcomponents are defined and the related indices are provided. Underlining the importance of the physical infrastructure dimension, the book provides several examples of applications for transportation, hydraulic, gas and power networks. The problem of interdependencies and the domino effect is also taken into account during the analysis. One of the book’s closing chapters focuses on different methodologies for improving disaster preparedness and engineering mitigation strategies, while the last chapter describes the different computer platforms available on the market for evaluating Community Resilience. The book offers readers an extensive introduction to the concept of Resilience-Based Design, together with selected advanced applications for specialists. The case study research explores how the urban housing reconstruction programme system was formed purposefully towards the delivery of the stated objectives and created an innovative housing process throughout the urban area. It identifies consistencies and inconsistencies among the influential organisational attributes of the programme delivery system formation. The system evolved through corrective adjustments (either formally or informally) during its implementation to reflect unfolding consequences of inconsistencies in initial formation and emerging contextual issues in the field.

It studies the cause, context and consequences of disasters in one of the most fragile Himalayan regions in India. The book establishes the fact that disaster management is built within the framework of good governance, without which it has no meaning. For lack of effective and responsive governance, development has lagged behind and even though the frequency of disasters has been increasing, little is being done to redesign developmental frameworks to prevent ensuing losses. Besides, the near absence of governmental support during recurrent disasters, communities have cumulatively become reservoirs of innovations to cope up with disasters. The resilience plans need not follow implanted models but may be cost effective only if they apply a bottom up approach. Just as the region is culturally diverse so are the challenges encountered by local communities in terms of generating resilience to every disaster. Despite more than a decade of the Disaster Management Act (DMA) of 2005, most of the states in this northeastern fringe of India continue to wait for its implementation beyond mere structures and offices. The book suggests that urgent action is required in accordance with the DMA 2005 towards inter-agency coordination, proactive participation of local governance, mobilization of Community based Organizations (CBOs) and curriculum based training in every academic and technical institution. Governments of these northeastern states of India should establish accountability of State Disaster Management Authorities and inspire them to participate proactively with communities for an effective resilience building in the region.
