Book excerpt: Excerpt from International Congress on the Prevention and Repression of Crime, Including Penal To the Senate of the United States: I transmit herewith, for the consideration of the Senate, a preliminary report of Dr. B. C. Wines, appointed, under a joint resolution of Congress of the 7th of March, 1871, as commissioner of the United States to the international congress on the prevention and repression of crime, including penal and reformatory treatment. As Commissioner of the United States to the "International Congress on the Prevention and Repression of Crime, including Penal and Reformatory Treatment," I have the honor to submit to the President, and to ask that he will lay before Congress, the following preliminary report: The first legislative act of the Forty-second Congress was the passage, on the 7th day of March, 1871, by a unanimous vote, of a joint resolution authorizing the President to appoint a commissioner to represent the United States in the proposed congress. The President was pleased to name the undersigned as such commissioner. The appointment was conferred nearly a year and a half in advance of the meeting of the congress - much earlier, therefore, than would have been necessary if the intention had been simply to provide for representation in the congress on the part of the Government. It was understood (although the joint resolution did not in terms embody a declaration to that effect) that my appointment included the further duty of arranging the preliminaries of the congress, and made it necessary to open communications, either personally or by correspondence, with all the civilized nations of the earth. In this view, the honorable Secretary of State kindly furnished me with a letter addressed to our diplomatic and consular representatives abroad, requesting them to afford such aid as they properly might in the prosecution of my mission.
