We find that the highest equilibrium pay-offs are achieved in the case of induced technological change. Furthermore, the formation of a climate coalition boosts R&D investments in carbon abatement technologies in signatory countries.

Book excerpt: The difficulty of achieving and implementing a global climate change agreement has stimulated a wide range of policy proposals designed to favour the participation of a large number of countries in a global cooperative effort to control greenhouse gas emissions. This significant book analyses the viability of controlling climate change through a set of regional or sub-global climate agreements rather than via a global treaty. The authors argue that the principal challenge in devising a truly global architecture is in providing sufficient incentives for all party participation whilst also ensuring compliance, which raises global governance issues. The main purpose of this study is not to trace in detail the process of negotiation and implementation of international regimes, but rather to evaluate whether a series of regional or sub-global agreements is more likely to achieve climate change control than a global agreement attempted from the outset. From a political science perspective, the focus centres on institution building and governance. From an economic perspective it concentrates on incentives used to encourage participation in a global and non-fragmented agreement. Lessons from EU integration and actual global and regional trade agreements are employed in order to analyse the future prospects of climate change negotiations. The focus on climate change and more generally the management of environmental and resource problems will make this book essential reading for participants, observers and analysts of the public policy process as it concerns climate change and more generally the management of environmental and resource problems. Negotiations to control potential climate changes have been taking place, from Rio to Kyoto, for the last five years. There is a widespread consciousness that the risk of incurring in relevant economic and environmental losses due to climate change is high. Scientific analyses have become more and more precise on the likely impacts of climate change. According to the Second Assessment Report of the Intergovernmental Panel on Climate Change, current trends in greenhouse gases (GHGs) emissions may indeed cause the average global temperature to increase by 1-3. 5 °C over the next 100 years. As a result, sea levels are expected to rise by 15 to 95 em and climate zones to shift towards the poles by 150 to 550 km in mid latitudes. In order to mitigate the adverse effects of climate change, the IPCC report concludes that a stabilization of atmospheric concentration of carbon dioxide - one of the major GHGs - at 550 parts per million by volume (ppmv) is recommended. This would imply a reduction of global emissions of about 50 per cent with respect to current levels. In this context, countries are negotiating to achieve a world-wide agreement on GHGs emissions control in order to stabilize climate changes. Despite the agreement on targets achieved in Kyoto, many issues still remain unresolved.

Book excerpt: The present stalemate in climate negotiations has led policy analysts and economists to explore the possible emergence of alternative climate regimes. This paper explores the idea of replacing international cooperation on greenhouse gas emission control with international cooperation on climate-related technological innovation and diffusion. This idea - recently proposed among others by Barrett (2001) and Benedick (2001) - is based on the insight that incentives to free-ride are much smaller in the case of technological cooperation than in the case of cooperation on emission control. This paper provides a first applied game theory analysis of a technology-based climate protocol by assessing: (i) the self-enforcingness (namely, the absence of incentives to free ride) of the coalition that would form when countries negotiate on climate-related technological cooperation; (ii) the environmental effectiveness of a technology-based climate protocol. The analysis is carried out by using a model in which endogenous and induced technical change are explicitly modelled and in which international technological spillovers are also quantified. The results of our analysis partly support Barrett's and Benedick's conjecture. On the one hand, a self-enforcing agreement is more likely to emerge when countries cooperate on environmental technological innovation and diffusion than when they cooperate on emission abatement. However, technological cooperation - without any commitment to emission control - may not lead to a sufficient abatement of greenhouse gas concentrations.

Book excerpt: Since the adoption of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992, States Parties to the international climate regime, in parallel to their emissions reductions objectives, have committed to take action to promote and cooperate in the development and transfer of technologies that control, reduce or prevent anthropogenic emissions of greenhouse gases. The Paris Agreement, which entered into force on November 4th, 2016, reaffirms this commitment. The specific manner through which States Parties to the Paris Agreement are to translate these commitments into action is however still being implemented. Indeed, significant developments in the governance structure for climate technology development and transfer (TD&T) are being implemented in order to further improve its functioning as part of the Paris Agreement's bottom-up approach. An up-to-date understanding of these legal and policy tools is necessary to enable the different actors in the TD&T process, notably those from the private sector, to participate in this cooperative action to their full potential. In this context, the thesis addresses the following two main research questions. First, in the wake of the Paris Agreement, to what extent can TD&T contribute to the overall objective of the UNFCCC regime? Second, what are the legal issues surrounding the effective implementation of climate TD&T? By analyzing the legal issues linked to the implementation of TD&T in the evolving international climate governance landscape, the main objective of the research project is to determine to what extent improved understanding of UNFCCC law could contribute to effective implementation of climate TD&T. The research project posits that effective TD&T is an essential component to the achievement Paris Agreement's overall mitigation goal. Its importance resides in its ability to contribute to developing country States Parties' sustainable socioeconomic 3 development, as well as to encourage greater participation of non-state actors, such as those from the private sector. In order to answer its two research questions, the thesis first articulates its conceptualization of the Paris Agreement structure and of the role of law within it. It then focuses on TD&T to illustrate some issues at play within what it argues is an emergent polycentric governance system. It first does so by focusing on TD&T within the UNFCCC regime, before looking outwards to its interaction with other international legal and governance regimes. The analysis carried out in the thesis leads it to conclude that the normative basis for an improved contribution of TD&T to the UNFCCC's overall objective is present in the Paris Agreement. Several questions however remain regarding the successful implementation of this normative basis.
