Este periodo se caracteriza por la aparición de intermediarios violentos: un grupo criminal con capacidad de organizar el uso de la violencia como negocio. Las principales actividades de este grupo eran la provisión de seguridad o protección, la resolución de disputas y la exacción. Distintos factores pueden explicar el repunte de los homicidios en Guerrero y en Ayutla: la estrategia federal de seguridad y disputas entre organizaciones criminales. Sin embargo, se intenta resaltar que la violencia en este periodo no se produce exclusivamente por el tráfico de drogas y la competencia criminal. El texto es una invitación para realizar estudios contextualizados, por medio del método etnográfico, que corroboren o refuten la narrativa gubernamental y de medios de comunicación sobre la violencia en México.
