The book comprises of three separate empirical studies examining the relationship between parents’ income and the long-term welfare of their children for two birth cohorts; the role education plays in the intergenerational income relationship; and possible policy intervention channels to facilitate intergenerational income mobility. The lessons learnt from the empirical studies in this book offer the basis for a discussion of current educational policies and provide guidance for developing more appropriate public policies to promote intergenerational income mobility in China in the future. Book excerpt: This paper aims to obtain an accurate estimate of China's intergenerational income mobility and to present evidence on its distributional pattern. Using panel data from the China Health and Nutrition Survey (CHNS) over the period 1989-2009, I find that China is less mobile than most developed countries. Then, I employ five different approaches to investigate the distributional pattern of China's intergenerational mobility across income levels. The results suggest that poor families have relatively high mobility, indicating opportunities for the poor children to escape poverty. Finally, I show that while wealthy fathers are likely to pass on their favorable economic status to their sons, rich sons come from a very wide range of family economic backgrounds.

The increasing of intergenerational income mobility can relieve the social pressure caused by the income gap and provide the incentive for hardworking and human capital investment. Using microdata and economic empirical technique, this study analyses the time trend and structural mechanism of China's intergenerational income mobility in 1988-2005. The results suggest the intergenerational income mobility improves in the early period, then becomes stable and even shows a deteriorating sign recently. Human capital, social capital and wealth explain more than 60 per cent of the intergenerational income mobility in China, with wealth contributing the largest proportion. Promoting education equality, eliminating the labour market segmentation and deepening the market-oriented reform are suggested to help improve the intergenerational income mobility in China.

Book excerpt: This study finds that China's one-child policy (OCP), one of the most extreme forms of birth control in recorded history, has amplified economic inequality across generations in China since its introduction in 1979. Poor Chinese families, whose fertility choices are less constrained by the OCP than rich ones, have more children but invest less in human capital per child. Since human capital is a major determinant of earnings, the income inequality persists and enlarges across generations as a consequence. Based on nationally representative longitudinal household survey data, our estimation results show that the OCP accounts for 32.7%-47.3% of the decline in intergenerational income mobility. The OCP has significant ramifications for Chinese society, not only intragenerationally but also intergenerationally.

Book excerpt: Based on the findings of the China General Social Survey, this study aims to analyze the trend of the intergenerational mobility in China since the implementation of the reform and opening-up policy by evaluating the absolute and relative mobility rates through the mobility table. The intergenerational mobility level in China is relatively high from the perspective of the absolute mobility rates. Besides, the overall trend is upward and social openness is quite high. However, the intergenerational mobility level is relatively low and gradually declining from the perspective of the relative mobility rates that reflect the equality of mobility opportunities. In addition, the social class structure shows a tendency of solidifying. While the absolute mobility rates reflect the efficiency of the intergenerational mobility, the relative mobility rates reflect its fairness. However, since the implementation of the reform and opening-up policy, Chinese society appears to be in a state of inadequate equality but with high efficiency. In this study, we generally regarded education as a critical factor of the intergenerational mobility. Lately, China has implemented a series of education policies, including the resumption of university entrance examination policy, compulsory education policy, and college enrollment expansion policy. The Chinese government endeavors to enhance national education attainment and sustain absolute mobility at a higher level. Nevertheless, the differences in education attainment of offspring from different social classes have increased gradually, making education inequality a significant factor of lower relative mobility. Thus, the government should increase the intergenerational mobility level by creating a healthy and stable economic development environment and improving education inequality.​
