Book excerpt: In late 2000, the Northern Virginia District of the Virginia Department of Transportation (VDOT) received a request from a visually impaired citizen to install accessible pedestrian signals (APS) at an intersection in Falls Church. Since there were no national or state guidelines for this type of installation, the district was asked to install APS at an intersection in a pilot effort and to develop appropriate guidelines that VDOT could use statewide for future installations. The Virginia Transportation Research Council was asked to assist in developing the guidelines. Further, a committee composed of representatives from VDOT, the Federal Highway Administration, the Virginia Department for the Blind and Visually Impaired, and the blind and visually impaired community (formal organizations and individual citizen activists) was established to provide overall guidance and advice. A Phase I report documented the initial efforts to develop the guidelines and described the following sections of the guidelines: (1) a procedure for requesting APS, (2) the basic requirements for retrofitting, (3) an intersection evaluation methodology, and (4) a funding process. In addition, the report recommended that the procedures in these four sections be piloted by using them to identify other appropriate intersections at which different types of APS equipment could be installed. This Phase II report describes the results of the pilot with regard to the first four sections of the guidelines and the development of the final two sections of the guidelines: the basic statewide specifications for APS equipment, and the installation procedures. The final guidelines for installing APS at an existing intersection are included in an appendix.

Book excerpt: An increasing number of Accessible Pedestrian Signals (APS) have been installed at new or upgraded intersections to assist people with vision impairment to navigate streets. For un-signalized intersections and intersections without APS, people with vision impairment have to rely on their own orientation and mobility skills to gather necessary information to navigate to their destinations. Previously, a smartphone-based accessible pedestrian system was developed to support wayfinding and navigation for people with vision impairment at both signalized and un-signalized intersections. A digital map was also created to support the wayfinding app. This system allows a visually impaired pedestrian to receive signal timing and intersection geometry information from a smartphone app for wayfinding assistance. A beacon using Bluetooth Low Energy (BLE) technology helps to identify a pedestrian's location when he or she travels in a GPS-unfriendly environment. A network of Bluetooth beacons ensures that correct traffic information is provided to the visually impaired at the right location. This project leverages the previous work by installing the system at a number of intersections in downtown Stillwater, Minnesota, where MnDOT operates the signalized intersections. In this study, researchers interface with the traffic controllers to broadcast traffic signal phasing and timing (SPaT) information through a secured and private wireless network for visually impaired users. The aim is to test the smartphone-based accessible system and evaluate the effectiveness and usefulness of the system in supporting wayfinding and navigation while the visually impaired travel through signalized and un-signalized intersections.

Book excerpt: Visually impaired pedestrians have limited mobility options, where they rely heavily on walking and transit for their transportation needs. One of the major issues facing these pedestrians is intersection crossing. Accessible Pedestrian Signals (APS), as a means of helping their intersection crossings, were introduced in the United States as early as 1920 but were not included in the Manual on Uniform Traffic Control Device (MUTCD) until 2000. The most recent type of APS is the beaconing APS which has shown improvements in road crossing abilities of blind pedestrians though it has many downsides to it. This study developed a cane to enhance safety and crossing abilities of visually impaired pedestrians at wide and complex intersections. The cane, named Smart-Cane, is composed of three subsystems: the veering adjustment system using RFID technology where device-to-infrastructure (D2I) communication is established; driver alert system through the cloud (LTE) where device-to-vehicle (D2V) communication is established and vehicle-to-infrastructure (V2I) communication through DSRC is established; and the green time system where connection is established through WiFi with the signal controller and device-to-infrastructure (D2I) communication is established. Three scenarios (A, B & C) were proposed to study the improvements of the Smart-Cane over APS. Findings state that the Smart-Cane proved feasibility and practicability over APS.
