It contains six essays, focused on salient and cross-cutting themes, that try to construct a thread or narrative about the highly diverse region, highlighting its main idiosyncrasies and analyzing where it might be headed in coming years. While the essays recognize considerable advances, they also point out setbacks and missed opportunities that have stood in the way of sustained progress. Strengthening state capacity emerges as a significant challenge.

Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook is a comprehensive collection of cutting-edge essays on all aspects of Latin American Security by a mix of established and emerging scholars. The Routledge Handbook of Latin American Security identifies the key contemporary topics of research and debate, taking into account that the study of Latin America’s comparative and international politics has undergone dramatic changes since the end of the Cold War, the return of democracy and the re-legitimization and re-armament of the military against the background of low-level uses of force short of war. Latin America’s security issues have become an important topic in international relations and Latin American studies. This Handbook sets a rigorous agenda for future research and is organised into five key parts: • The Evolution of Security in Latin America • Theoretical Approaches to Security in Latin America • Different 'Securities' • Contemporary Regional Security Challenges • Latin America and Contemporary International Security Challenges With a focus on contemporary challenges and the failures of regional institutions to eliminate the threat of the use of force among Latin Americans, this Handbook will be of great interest to students of Latin American politics, security studies, war and conflict studies and International Relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: Poverty and inequality in Latin America are easily recognizable in the faces of women, Afro-descendents, the indigenous, people with disabilities, victims of HIV/AIDS, and other groups outside the societal mainstream. Social Inclusion and Economic Development in Latin America reviews the common features of these excluded populations, including their invisibility in official statistics and the stigma, discrimination, and disadvantages they have long endured. But it also examines the region's inclusionary policies and programs that can improve access by these groups to the quality social services and economic and political resources these groups need to level the playing field. Case studies examine ethnic and racial political organization, gender quotas, and labor markets across the region, and social exclusion in Brazil, Honduras, Guatemala, Mexico, and Peru. Comparative studies summarize social inclusion policies of both the European Union and selected countries on the Continent.

This book was released on 2014-07-03 with total page 533 pages. Available in PDF, EPUB and Kindle. Book excerpt: Of the several regional arrangements that function within the United Nations, the most elaborate in organization and function is the Organization of American States. Although the United Nations holds the primary responsibility for preserving international peace, its charter concedes virtual autonomy to regional arrangements in dealing with matters considered appropriate for regional action. This latitude stimulated a trend toward regionalism which eventually posed the important question of how to preserve legitimate regionalism like Pan-Americanism without impairing the essential overall authority of the United Nations. Following an introductory description of all existing regional arrangements, this comprehensive case study examines every aspect of security cooperation in the Western Hemisphere in the mid-twentieth century: the historical origins and development of the inter-American system; the perfecting of the security structure; and, most important, the functioning of the system under test by controversies among the member nations, and by two world wars, the Korean emergency, and the aggressive threats of international Communism. Particular attention is given to the Cuban situation. This volume was the first to recognize, boldly and imaginatively, the overwhelming influence wielded in the OAS by the powerful and wealthy United States. This elastic association of one Great Power and twenty small states, based on a mutuality of interests and a common devotion to the principles of civilized international behavior, can be said to have reached full maturity in 1948 with the adoption of the OAS charter, which articulated the goals toward which it had been striving for fifty-eight years: sovereign equality, nonintervention, and consultation for the peaceful solution of disputes and for hemisphere defense. Ironically, just when the Good Neighbor Policy and the rise of Hitler seemed to have cemented inter-American relations, breaks in the solidarity began to appear. World War II produced new forces destined to profoundly alter the bases and objectives of inter-American cooperation. The “be good” policy began to change to a “do good” policy, and in diplomatic discussions, economic measures began to eclipse those concerned with peril to the peace and security of the hemisphere.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly thirty years have passed since Latin America began the arduous task of transitioning from military-led rule to democracy. In this time, more countries have moved toward the institutional bases of democracy than at any time in the region’s history. Nearly all countries have held free, competitive elections and most have had peaceful alternations in power between opposing political forces. Despite these advances, however, Latin American countries continue to face serious domestic and international challenges to the consolidation of stable democratic governance. The challenges range from weak political institutions, corruption, legacies of militarism, transnational crime and globalization among others. In Latin American Democracy contributors – both academics and practitioners, North Americans and Latin Americans – explore and assess the state of democratic consolidation in Latin America by focusing on the specific issues and challenges confronting democratic governance in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Jorge I. Dominguez has brought together experts from Latin America, the Caribbean and the US to explore transnational aspects of crime, migration, trade, security, democracy, and international financial institutions in the Americas. They consider the effect of drug trafficking on government, the economy, and the rule of law, at both national and hemispheric levels. They look at the policy implications of migration and immigration trends, as well as trends in international trade. Assessing how to promote peace and democracy in the region, several essays examine regional issues and institutions. Others analyze the role of international financial institutions such as the IMF and the World Bank in promoting economic reforms. Commissioned by the Inter-American Dialogue, this collection contributes to the debate on the future direction of inter-American relations.
