Intelligence, Surveillance, and Reconnaissance (ISR) systems are integral components of both national policymaking and military operations, including counterterrorism operations, but they are costly and complicated and they must be linked in order to provide users with a comprehensive understanding of issues based on information from all sources. Relationships among organizations responsible for designing, acquiring, and operating these systems are also complicated as are oversight arrangements in Congress. These complications have meant that even though many effective systems have been fielded, there have also been lengthy delays and massive cost overruns. Uncertainties about the long-term acquisition plans for ISR systems persist even as pressures continue for increasing the availability of ISR systems in current and future military operations and for national policymaking. These challenges have been widely recognized. A number of independent assessments have urged development of "architectures" or roadmaps setting forth agreed-upon plans for requirements and acquisition and deployment schedules. For some time Congress has expressed concern about the costs and management of ISR programs. With minor exceptions, ISR acquisition has been coordinated by the Defense Department and the Intelligence Community. Although there are longexisting staff mechanisms for reviewing and coordinating ISR programs in the context of the annual budget submissions, many in Congress believe that existing procedures have not avoided duplication of effort, excessive costs, and gaps in coverage. Examples that some observers cite are separate efforts to acquire a new generation of reconnaissance satellites and a high altitude unmanned aerial vehicle (UAV) known as Global Hawk. Both systems acquire some of the same sorts of information and serve similar customers, but they are acquired in distinctly different ways; moreover, in both cases procurement efforts have been beset by increasing costs and schedule delays. Recently enacted statutes mandate better integration of ISR capabilities and require that the Defense Department prepare a roadmap to guide the development and integration of ISR capabilities over the next fifteen years. An effective roadmap, if developed, could potentially ensure more comprehensive coverage of targets and save considerable sums of money. To establish responsibility for an Intelligence Community-wide effort, the 9/11 Commission recommended that a new position of Director of National Intelligence be established to manage the national intelligence program (but not joint military and tactical intelligence programs, which would continue to be managed by the Defense Department). This position was included, after extended debate, in the Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) that was approved by the President on December 17, 2004. The implications of this legislation for ISR programs are as yet uncertain, but Congress may seek to assess the effectiveness of the statute in addressing long-existing concerns with ISR programs. This report will be updated as circumstances warrant.

In the past, recommendations for some form of merger involving the National Security Agency (NSA), National Reconnaissance Office (NRO) and the National Imagery and Mapping Agency (NIMA) have been proposed as a way to potentially improve space-based ISR performance. The Joint Staff has also recently asked whether this option should be pursued. Based on historical research and a survey of the general topic literature, this paper argues that a merger between these three agencies will not improve the current space-based ISR performance because its problems aren't related to structure. Instead, the root problems are due to a missing space-based surveillance tool and a changing information process. This paper recommends following the guidance from the latest four congressional commissions from the November 2000 through January 2001 timeframe that recommend merging the NRO with the Air Force space efforts and concentrating on developing and deploying a space based surveillance system as the most effective way to improve space-based ISR performance.

As the military services attempt to increase the agility and versatility of their weapon systems, they also see a need to increase the capabilities of military intelligence, surveillance and reconnaissance (ISR) to support the new weapon systems and operating methods against these new threats. In addition, ISR activities should, in the aggregate, provide a world-wide perspective of the threat, "fuse" all types of intelligence into one picture, access extensive details about the enemy, and monitor specific targets for long periods of time. Many observers believe military ISR has already achieved some transformation, as shown in the war in Afghanistan by the military's ability to detect a target and destroy it within minutes. Proposals to make revolutionary changes in analysis include using contractors to produce competing unclassified analyses, developing artificial intelligence capabilities for database work, and establishing more operations analysis centers. The military intelligence community is supported by the national intelligence community, which even before the September 11 attacks was under intense scrutiny. Therefore, the aspects of the national intelligence community's operations in which Congress has expressed interest directly affect the quality of military intelligence.

This testimony addresses preliminary observations based on GAO's ongoing work regarding the following: (1) the status of DoD initiatives intended to improve the management and integration of ISR requirements and challenges DoD faces in implementing its initiatives, (2) DoD's approach to managing current ISR assets to support military operations, and (3) the status of selected ISR programs in development and the potential for synergies between them. GAO's ongoing work included document review, interviews with officials at relevant organizations, observations of some U.S. Central Command operations, and review of 13 airborne ISR development programs.
