These new uses encroach on existing structures for managing the nation's airspace and present significant challenges to ensure that UASs are coordinated safely and suitably with existing manned aircraft and air traffic management systems, particularly with the National Airspace System (NAS). Of particular concern is the interaction between human pilots, operators, or controllers and increasingly automated systems. Enhanced understanding of these interactions is essential to avoid unintended consequences, especially as new technologies emerge. In order to explore these issues, the National Academies of Sciences, Engineering, and Medicine organized a 2-day workshop in January 2018. This publication summarizes the presentations and discussions from the workshop.

Section I provides the introduction, context, and recent efforts of the UAS airspace integration challenge and the underlying motivations driving the increased desire to see UAS better integrated into the NAS. Section II details the methodology used in the analysis by extending various value-focused, lean enterprise constructs using rigorous object process methodology (OPM) to describe and build alternative enterprise architectures. Section III applies the methodology to the UAS airspace integration problem specifically with the development and selection of a preferred enterprise architecture and a recommended transformation plan. Section IV concludes with a discussion on extending the methodology for specific application back into the CBA process, the issues involved in creating an executable model for enterprise architecting, and final thoughts on the iterative nature of the methodology and the need to further refine the initial results with the UAS airspace integration enterprise decision makers.

Book excerpt: Unmanned Aircraft Systems (UAS) represent a significant potential for growth in the aerospace industry. Their use in military operations has increased exponentially in the last decade alone, requiring a corresponding increase in training airspace in the United States. In addition to military usage, UAS have the potential to fulfill a myriad of roles for both the public and private sectors. However, the use of UAS has been limited in the National Airspace System (NAS) to military and public applications and only under fairly restrictive Certificates of Authorization or Waiver (COA). The only way to truly realize the potential of UAS is to fully integrate them into the NAS. The desire to integrate UAS was recently codified into law with the 2012 FAA Modernization Act, mandating integration by specific, fairly short timelines. There are several challenges currently preventing the full integration of UAS that range from technological to procedural areas. However, the one common theme in all of these challenges is Safety. Across the literature on this topic there is no consensus on how safe UAS need to be to achieve integration, whether UAS can currently meet specified safety targets, and if not, what is the best way to achieve the safety goals. The purpose of this effort was to demonstrate a comprehensive framework for analyzing UAS integration efforts using a Target Level of Safety (TLS) approach. Using reliability tools, aircraft encounter models, and data from a wide variety of sources ranging from manned aircraft safety, explosives, falling debris and earthquake damage, the primary outcome of the effort was a better understanding of the risk to second and third party persons as a result of UAS operations in the NAS. This framework and associated models are validated using reliability and casualty data from manned aircraft operations. The framework is then applied to several relevant and specific cases to demonstrate the impact of policy decisions on UAS reliability and allowed operational areas. The supporting research and analysis can serve as a baseline for future integration analysis and decision-making efforts, and was designed to allow stakeholders and decision makers in this field to assess UAS safety, and set minimum system reliability requirements and mitigation system effectiveness standards.

UAS already offer capabilities that are vital to DoD missions. As technologies continue to mature it is extremely likely that additional missions will continue to migrate to unmanned platforms. It is essential to the long-term strategic interests of DoD to maximize unmanned capabilities and retain a technological advantage in this discipline over any potential adversaries. Access to the necessary airspace to develop, train, and operate UAS is essential to maintaining this advantage.

While the DoD is not satisfied with this process, as it limits UAS operations within the US, the FAA will not amend current regulations until certain operating and design parameters are met. Based upon these two views, this thesis determines if the DoD and FAA are working together in an efficient manner to develop a safe way to integrate UAS into the NAS and provides recommendations for future integration. By granting the FAA the power to incorporate all facets of UAS processes, it can define terms and develop regulations for UAS integration. The FAA must also develop a UAS categorization system and start incorporating smaller UAS that lack full integration capability in order to concentrate on the larger issue of full NAS access. These recommendations provide a point of departure for the DoD and FAA to start integrating UAS into the NAS that will benefit operations in both the civil and public sector.
