Book excerpt: The tension between wildlife protection under the Endangered Species Act and water management in the Platte River Basin has existed for more than 25 years. The Platte River provides important habitat for migratory and breeding birds, including three endangered or threatened species: the whooping crane, the northern Great Plains population of the piping plover, and the interior least tern. The leading factors attributed to the decline of the cranes are historical overhunting and widespread habitat destruction and, for the plovers and terns, human interference during nesting and the loss of riverine nesting sites in open sandy areas that have been replaced with woodlands, sand and gravel mines, housing, and roadways. Extensive damming has disrupted passage of the endangered pallid sturgeon and resulted in less suitable habitat conditions such as cooler stream flows, less turbid waters, and inconsistent flow regimes. Commercial harvesting, now illegal, also contributed to the decline of the sturgeon. Endangered and Threatened Species of the Platte River addresses the habitat requirements for these federally protected species. The book further examines the scientific aspects of the U.S. Fish and Wildlife Service's instream-flow recommendations and habitat suitability guidelines and assesses the science concerning the connections among the physical systems of the river as they relate to species' habitats.

The Basin is geographically large and diverse in its geology, hydrology, land use, ground and surface water supplies and water uses. The water resources of the Basin are managed by the Nebraska Department of Natural Resources (NeDNR) and seven Natural Resources Districts (NRDs), including: Lower Platte South NRD, Lower Platte North NRD, Papio-Missouri River NRD, Lower Loup NRD, Lower Elkhorn NRD, Upper Elkhorn NRD, and Upper Loup NRD. Together with the NeDNR, the seven NRDs entered into an Interlocal Cooperative Agreement in April 2013 to form the Lower Platte River Basin Water Management Plan Coalition (Coalition). The Nebraska Association of Resource Districts (NARD) serves as the coordinator on behalf of the NRDs. The Coalition recognizes the interrelation of water resources inherent within the basin and has embarked on a critical mission to protect and sustain the long-term balance between the water users and water supplies throughout the Basin within the seven represented NRDs. The first action taken by the Coalition is the development of this voluntary Basin Water Management Plan (Plan). The purpose of this Plan is to: provide guidance and a framework for Coalition members to develop water use policies and practices that contribute to the protection of existing surface and groundwater uses, while allowing for future water development, assist in the development and maintenance of a water supply and use inventory, based on the best available data analysis, [and] provide consistency and information for incorporation into individual NRD Integrated Management Plans" (pages 3-4).
