Book excerpt: Many new innovative approaches to facility wide environmental management are emerging throughout the private sector. Commercial facilities have found that such activities make good business sense, with benefits that include cost savings and improved operational flexibility. Department of Defense (DoD) installations have also started implementing and benefiting from such approaches. Leading commercial firms that have successfully implemented integrated approaches to facility environmental management can offer DoD useful insights. This report documents a study that analyzed industry facility wide environmental management to find implementation insights for DoD and its installations. This analysis integrates information about the broader evolving environmental policy context, literature about facility environmental management implementation, and two best-in-class facility cases studies, Procter & Gamble Paper Products Company Mehoopany, Pennsylvania, facility and the Walt Disney World Resort facility in Orlando, Florida.

Book excerpt: Commercial facilities have discovered that pursuing integrated, facility wide approaches to environmental management is good for the environment and makes good business sense. Direct benefits can include cost savings, increased operational flexibility, and improved public image. But despite the benefits, implementation can be difficult, as Department of Defense (DoD) installations have discovered while trying such integrated approaches. Commercial facilities similar to DoD installations offer insights about how to implement integrated approaches successfully. Demonstrated success factors include getting and sustaining high-level leadership support for change until change is complete, which will take time; implementing an effective environmental management system, often based on an international environmental management standard, ISO 14001, throughout the organization; establishing proactive environmental goals and activities with clear relationships to the organization's core values and mission; training and motivating personnel; using creative environmental assessment and priority setting techniques; developing good relationships with all stakeholders. The commercial lessons offered here can help DoD and other organizations implement integrated facility wide approaches to environmental anagement.

Book excerpt: Pursuant to a congressional request, GAO reviewed: (1) the environmental management approaches used in Massachusetts, New York, and New Jersey; (2) state and industry experiences with these integrated management approaches; and (3) the Environmental Protection Agency's (EPA) role in state efforts to reduce pollution. GAO found that: (1) Massachusetts has adopted a single, integrated inspection approach to assess facilities' compliance with environmental statutes; (2) New York is using a facility-management strategy to coordinate medium-specific environmental programs; (3) New Jersey is testing the use of single, integrated permits for industrial facilities, rather than issuing separate permits for pollution releases; (4) although Massachusetts and New York intend to implement their integrated approaches statewide, New Jersey believes that it is too early to evaluate the success of its pilot program; (5) state industry officials believe these integrated management approaches are beneficial to the environment, achieve regulatory efficiencies, and reduce costs; and (6) EPA has proposed a new grant program that will help states gain easier access to funding for multimedia programs, as well as ease the reporting of multimedia activities.

This book offers insight to practitioners and professional students as to why they have been developed, how they are implemented and the barriers that can impact on their effectiveness. A practical, experience-based text written by leading consultants and researchers, the book explores the drivers that have led to the development of environmental strategies and the benefits of formulating a complete EMS. The book examines the way in which EMSs are structured to ensure that a company achieves continuous improvement in environmental performance. Alongside practical advice for businesses that wish to achieve accreditation, the book addresses key issues to be aware of to ensure optimum benefits, different strategies that companies may adopt to establish an EMS and the challenges that arise when trying to integrate an EMS into the business strategy. Also included is a review of the ways in which academics try to categorize and predict the effectiveness of these different approaches to EMS using modelling tools. Finally, case studies are presented to demonstrate examples of companies that have implemented their own EMS, the different approaches that they have taken and the resulting issues that have emerged. This is essential reading for all environmental practitioners as well as students of environmental management and business.

Available in PDF, EPUB and Kindle. Book excerpt: This volume presents a comprehensive analysis of the role of business in safeguarding the environment. It introduces general issues and context, and then gives a detailed, critical examination of all the key tools of corporate environmental management systems and standards: environmental policies, guidelines and charters, environmental auditing, life-cycle assessment, the measurement of environmental performance, and environmental reporting. The book emphasizes systems-based environmental management, and also considers how such an approach might be integrated within local authorities and small and medium-sized companies. It then extends the systems approach to cover continuous environmental improvement, building a corporate environmental profile and moving towards sustainability. Written in a clear and informative style with checklists, explanatory notes and references for further reading, the book draws on the existing environmental strategies of a number of leading firms. Each chapter is written by contributors involved in ongoing research and consultancy in their specialist area. The book's focus makes it useful reading, not only for students and researchers, but also for managers faced with the challenge of introducing environmental management strategies into their own organizations.

Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.

Available in PDF, EPUB and Kindle. Book excerpt: The field of Environmental Management (EM) involves a broad and evolving repertoire of practices. The field originated around 1970 in response to new policy, regulation and public concern about environmental issues. EM has undergone many changes and improvements since then, progressing from a reactive, compliance-based focus toward, in leading cases, practices reflecting strong commitment to sustainability. And yet, EM remains, for the most part, ill-equipped to deal with the complex and highly uncertain implications of the ecological crisis. Environmental Management offers a rigorous critique of conventional EM and explores alternative ideas, frameworks and approaches that are currently considered "fringe", but which have the potential to transform the practice of EM. This book goes beyond narrow definitions and considers questions regarding the purpose, roles, scope and potential of environmental management. EM is situated and contextualized within the evolving and expanding realm of environment and sustainability literature. The book argues that new approaches to EM need to be more flexible, imaginative and better equipped to address future environmental problems of a scale and severity previously unforeseen. This book will be of great interest to students and scholars of environmental management, environmental planning, resource management, and environmental assessment.
