However, exploitation of these resources is often indiscriminate, ill planned, or carried out without adequate scientific knowledge. This leads to rapid resource depletion, and often irreversible environmental degradation. The 1992 Rio de Janeiro UN Conference on Environment and Development recognized the expediency of an integrated and sustainable use of all coastal resources, functions and services grounded on sound scientific data. The present volume is based on the 1994 international workshop Integrated Coastal Zone Management, and brings together contributions by leading specialists both on basic concepts and on applications of coastal management. The work is divided into six parts, dealing with the conceptual framework of ICZM; regional and global aspects of coastal management; environmental assessment in ICZM; capacity building and technology transfer; monitoring and environmental analysis; and case studies and status of ICZM plans. The book also incorporates an interactive ICZM planning module, COSMO, which can be of use in designing a management plan for a coast. Attention is also given to long-term environmental effects of present-day actions. It is hoped that COSMO will prove an additional learning tool for ICZM practitioners and enhance the value of the book. This work is intended to give a broad coverage of conceptual and technical aspects of ICZM, and will be of use to operational executives as well as students of ICZM, environmental economists, policy-makers and senior managers in the international development agencies and governmental and non-governmental organizations. Book excerpt: Most of the world’s population lives close to the coast and is highly dependent on coastal resources, which are being exploited at unsustainable rates. These resources are being subject to further pressures associated with population increase and the globalization of coastal resource demand. This is particularly so for the Asia-Pacific region which contains almost two thirds of the world’s population and most of the world’s coastal megacities. The region has globally important atmospheric and oceanic phenomena, which affect world climate such as the Asian Monsoon and the El-Niño Southern Oscillation phenomena. The Asia-Pacific region also has highly significant marine diversity but over the last few decades, coastal resources such as mangroves, coral reefs and fisheries have experienced large-scale depletion. The need to find appropriate management solutions to these and other coastal issues is made more complex by the need to take account of international scientific predictions for global climate change and sea-level rise which will further impact on these coasts. The idea for this book arose from a meeting of coastal scientists in Kobe, Japan in May 2003. The meeting was organized by the Asia-Pacific Network for Global Change Research (APN), an inter-governmental network, comprising 21 member countries, for the promotion of global change research and links between science and policy making in the region.

Environmentally planned development is reputed to add to economic and social prosperity of a coastal community in the long term. The orientation of the report is toward developing countries, particularly those of the coastal tropics. Fisheries productivity, increased tourism revenus, sustained mangrove forestry, and security from natrual hazard devastation are among the practical benefits of ICZM. ICZM incorporates modern principles of planning and resources management, intensive information bases an interdisciplinary processes. A major objective is to facilitate the interactions of different coastal economic sectors (e.g., shipping, agriculturte, fisheries) toward potimal socio-econopmic outcomes, including resolution of conflicts between sectors. ICZM may be initiated in response to a planning mandate but more often because of a crisis - a use conflict, a severe decline in a resource, or a devasting experience with natural hazards.
