Entre los beneficios se encuentra el poder evitar o postergar inversiones en reservas; mayor eficiencia en el uso de la infraestructura de generación y transmisión, así como un mayor aprovechamiento de economías de escala y la diversidad de las fuentes y patrones de oferta y demanda; mercados más competitivos y menor posibilidad de que las empresas puedan ejercer poder de mercado; menores riesgos comerciales; y mayor racionalidad de las regulaciones al requerir ser homologadas o adaptadas a los intercambios internacionales de energía. Por el otro lado, existen riesgos en la integración de mercados como la dependencia de otro país del suministro de un insumo crítico de la economía; la transferencia de divisas del país importador hacia el exportador que podría tener impactos macroeconómicos importantes; efectos en cascada que podría conducir a apagones regionales, etc. En todo caso, en la gran mayoría de los pares de países y también a nivel regional, estudios previos concluyen que los potenciales beneficios justifican los costos, que las inversiones son rentables, y que la integración energética se puede convertir en un elemento dinamizador de la economía cuando los intercambios de energía responden a la racionalidad económica. Se observa, sin embargo, que los niveles de integración energética son muy inferiores a los que podrían lograrse.

Book excerpt: Abstract: A decade long experience shows that monitoring the performance of public and private monopolies in South America is proving to be the hard part of the reform process. The operators who control most of the information needed for regulatory purposes have little interest in volunteering their dissemination unless they have an incentive to do so. Estache, Rossi, and Ruzzier argue that, in spite of, and maybe because of, a much weaker information base and governance structure, South America's electricity sector could pursue an approach that relies on performance rankings based on comparative efficiency measures. The authors show that with the rather modest data currently available publicly, such an approach could yield useful results. They provide estimates of efficiency levels in South America's main distribution companies between 1994 and 2000. Moreover, the authors show how relatively simple tests can be used by regulators to check the robustness of their results and strengthen their position at regulatory hearings. This paper"a joint product of the Governance, Regulation, and Finance Division, World Bank Institute, and the Finance, Private Sector, and Infrastructure Unit, Latin America and the Caribbean Region"is part of a larger effort in the institute to increase understanding of infrastructure regulation.
