In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. Countering traditional perspectives of the group, it proposes new and comprehensive explanations for the FARC’s presence in Latin America. Existing narratives have portrayed the FARC as a terrorist, narco-terrorist, or criminal organization – a narrative popularized by the government offensive conducted by the Colombian state during the last couple of decades. In contrast, this book goes beyond simplistic perspectives of the FARC and instead studies the group in relation to the network-complex paradigm of insurgency. It explains the organization as a ‘commercial insurgency’ with three dimensions – political, criminal, and military – and understands the Colombian insurgency not as a monolith, but as a system of individuals with diversified interests ranging from the highly indoctrinated to the profit-motivated. This examination allows for an analysis of some of the insurgency’s most unexplored characteristics: an interest in urbanizing its actions and the increased ‘invisibility’ of combatants, the significance of its political institutions, and the construction of its transnational networks. Book excerpt: El Salvador’s 2009 presidential elections marked a historical feat: Frente Farabundo Martí para la Liberación Nacional (FMLN) became the first former Latin American guerrilla movement to win the ballot after failing to take power by means of armed struggle. In 2014, former comandante Salvador Sánchez Cerén became the country’s second FMLN president. After Insurgency focuses on the development of El Salvador’s FMLN from armed insurgency to a competitive political party. At the end of the war in 1992, the historical ties between insurgent veterans enabled the FMLN to reconvert into a relatively effective electoral machine. However, these same ties also fueled factional dispute and clientelism. Drawing on in-depth ethnographic fieldwork, Ralph Sprenkels examines El Salvador’s revolutionary movement as a social field, developing an innovative theoretical and methodological approach to the study of insurgent movements in general and their aftermath in particular, while weaving in the personal stories of former revolutionaries with a larger historical study of the civil war and of the transformation process of wartime forces into postwar political contenders. This allows Sprenkels to shed new light on insurgency’s persistent legacies, both for those involved as well as for Salvadoran politics at large. In documenting the shift from armed struggle to electoral politics, the book adds to ongoing debates about contemporary Latin America politics, the “pink tide,” and post-neoliberal electoralism. Our modern notions of ‘regular’ and ‘irregular’ warfare, of ‘major war’ and ‘small war’, have their roots in much greater diversity than such binary notions allow for. While insurgencies go back to time immemorial, they have become conceptually fused with ‘small wars’. This is a term first used to denote special operations, often carried out by military companies formed from special ethnic groups and then recruited into larger armies. In its Spanish form, guerrilla, the term ‘small war’ came to stand for an ideologically-motivated insurgency against the state authorities or occupying forces of another power. There is much overlap between the phenomena of irregular warfare in the sense of special operations alongside regular operations, and irregular warfare of insurgents against the regular forces of a state. This book demonstrates how long the two phenomena were in flux and fed on each other, from the raiding operations of the 16th century to the ‘small wars’ or special operations conducted by special units in the 19th century, which existed alongside and could merge with a popular insurgency. This book is based on a special issue of the journal Small Wars & Insurgencies.

Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. There are options for response, but fresh thinking is urgently needed-about society, legitimacy and political violence itself.
