Despite these challenges, some urban high schools continue to thrive and afford students an exemplary academic environment. Following an analysis of multiple academic achievement data elements, this qualitative study identified and implemented a selection criteria to invite principals of five secondary urban highperforming, high-poverty schools in Texas to participate in an interview process to identify the leadership practices that contribute to their schools' high academic performance. Analysis of the data uncovered six major themes associated with increasing student achievement, including high expectations and beliefs, instructional leadership, culture builder, vision, student interventions based on data, and collaboration with campus leaders in the decision making process. Solutions to urban school leader challenges and professional development recommendations for school leaders were also iscussed.

During the 1997_1998 and 1998_1999 school years,RAND assessed the effects of NAS designs on classroom practice and studentachievement in a sample of schools in a high-poverty district. RAND foundthat high-poverty schools often have fragmented and conflicting environmentswith difficult and changing political currents and entrenched unions.Teachers in high-poverty schools tend to face new accountability systems andfluctuating reform agendas. These teachers generally lack sufficient timefor implementing reform efforts, often becoming demoralized and losing theirenthusiasm for the difficult task of improving student performance underdifficult conditions. RAND concluded that high-stakes tests may motivateschools to increase performance and to seek out new curricula andinstructional strategies associated with comprehensive school reforms.However, those same tests may provide disincentives to adopt richer, morein-depth curricula that can succeed in improving the learning opportunitiesof all students, particularly those in high-poverty settings.

Book excerpt: Disenfranchised and marginalized groups of students are not being met with the same level of academic success as their counterparts in other parts of the city. Specifically, the achievement gap among Black and Hispanic students in New York City urban high schools, has not improved to culturally acceptable norms. Despite gains in achievement across all races, there continues to be an achievement gap among different ethnic groups, particularly for Black and Hispanic students. The purpose of this quantitative study tested the theory of Stratified Urban Education which compared the theoretical constructs of Urban Leadership, Urban Pedagogy, and Urban Opportunities to Learn against the graduation rates of Black and Hispanic high school students of low SES communities in NYC schools. Each of the constructs was derived from both teacher and student responses to a series of questions on the 2017-2018 NYC survey. Study participants included teachers and students from schools that had an ENI index of 9́Æ 90%. The primary framework that was used to guide this study was based on the Five Essential Supports for School Improvement as defined by Anthony Bryk, Penny Sebring, Elaine Allensworth, Stuart Luppescu, and John Easton (2010). This study was able to produce findings utilizing SEM which employs the partial least squares PLS method as a means to quantity the theory of Stratified Urban Education against the constructs of Urban Leadership, Urban Pedagogy, and Urban Opportunity to Learn. Findings from this study may promote school administrators' understanding of the particular characteristics of a leader that may have the greatest impact on teachers, and ultimately on the academic achievement of the students that are taught.

The principals of high poverty, low-funded schools have additional obstacles hindering them from student achievement. The purpose of this study was to determine predictive relationships between leadership style and student achievement in high poverty, low-funded schools. Data on leadership style was collected from 103 elementary principals located in high poverty, low-funded schools in Missouri during the spring of 2007. The data analysis for the study included Pearson product movement correlations, backward multiple linear regression analysis, and open-coding. The results of the study found that out of all leadership styles, active management-by-exception had a significant negative correlation with overall, communication arts, and math student achievement. It was also a predictive variable in low student performance. Open-coding identified goal setting, personal attention, and accountability as supporting themes.
