Book excerpt: This book examines the transformative power and the limitations of one of Europe’s most significant university reforms from an ethnographic and historical perspective. It incorporates voices positioned across university and policy-making hierarchies in its analysis of how Danish universities have been transformed. To do this, the book continually juxtaposes two meanings of ‘enactment’: a top-down view based on laws and institutional power, and a bottom-up view of multiple actors shaping their institution in day-to-day life and in actively contested changes. By conceiving of the university as ‘enacted’ in both ways at once, the book explores how and why the university comes to be imagined and instantiated in new ways. The book traces the arguments for reform through a two-decade long, dynamic struggle between international forums and national industrial, political and academic interests over the definition of the university. It discusses which ideas finally became dominant and how this happened. It looks at government reforms from 2003 onwards, and, by means of notable ‘telling moments’, explains how the governance and management of the university were transformed. It examines how academics found room to manoeuvre between contesting discourses that affect their identity and work. Finally, it shows how students engaged with new versions of historical debates about their participation in shaping their own education, their institution and society.

Book excerpt: In November 2003, Denmark's university education system was reviewed by the OECD Education Committee. The report is in two parts. Part I is a background briefing prepared by the Danish authorities, which describes the context within which the universities operate, their governance structure and current reforms. Part II is the OECD examiners report. It finds that teaching and research in Danish universities are of high quality but there needs to be change to strengthen the contribution to society and the economy. Although the new University Act is lauded, further steps are proposed to relax government control, consolidate research into a smaller number of institutions, reduce the time taken to complete studies and reform internal management, international links and quality assurance programmes.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how the notion of the responsible university manifests itself at various levels within Nordic higher education. As the impetus of the knowledge society has catapulted the higher education sector to the forefront of policy agendas, universities and other types of higher education institutions face increasing scrutiny, assessment and accountability. This book examines this phenomenon using the Nordic countries as cases in point, given the strong public commitment towards widening participation and public research investments. The editors and contributors analyse the history and current transformations of the idea of the responsible university, investigate new innovations in the educational landscape and look into how universities have begun to organise themselves to become more responsible. Drawing together scholars from the humanities and the social sciences, this interdisciplinary collection will be of interest and value to students and scholars of the role and nature of the modern university, in addition to practitioners and policy makers tasked with finding solutions to address the competing and often contradictory demands posed by a responsibility agenda. .

Available in PDF, EPUB and Kindle. Book excerpt: Universities are important public institutions and are seen as key drivers for a country’s economic and intellectual development. Their ability to deliver relevant research and education at the highest level have an impact on growth and progress in society, and governments attempt to control and govern the development of the universities. It is no longer left to the individual researcher or the institution to determine the role of the university. Universities have traditionally had a special role in society with a high degree of autonomy and independence. They have been described as a self-governing Republic of Science and their internal organization is characterized as "academic tribes". However, universities can also be viewed as institutions with somewhat similar characteristics as other public institutions with highly professionalized staff. Governing the Reformed University is a coherent volume based on a unique data set. The aim of the book is to quantitatively and qualitatively understand and explain how reforms and management instruments are implemented and how it influences different levels of the organization from the top management level to the employees within universities. It contributes to the knowledge of reform and reform impact in higher education. It also adds to our understanding of management and governance at universities and through which mechanisms management works at universities. This book builds on and adds to the knowledge of studies of reform and governance at universities. The data used in the book consists of a number of data sets and is collected as part of a comprehensive research project. Academics and policy makers alike in the fields of public administration, public management, public policy, educational studies and accountancy will find this of high interest.

Available in PDF, EPUB and Kindle. Book excerpt: Higher education systems around the world are undergoing fundamental change and reform due to external pressures—including internationalization of higher education, increased international competition for students, less reliance on public funding, and calls to create greater access opportunities for citizens. How are higher education systems evolving structurally as a result of these and other pressures? In light of these changes, how can higher education be a positive force for democratizing societies? This book examines the emerging trends taking place in higher education systems around the world, focusing on the most salient political and social forces that underlie these trends. Each chapter provides a case study of a country, exploring its cultural and political history, the political and social developments that have affected its higher education system, and the result of these changes on the higher education system. In a fast-changing, knowledge-intensive, democratic society, Democratizing Higher Education explores how higher education systems can be developed to provide access, affordability, participation, and quality life-long learning for all.
