Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

Pursuing Hagedorn’s intellectual development, we have tried to reflect on the core questions of humanity according to Ernst Bloch “Who are we?”, “Where do we come from?” and “Where are we heading?” In this way, and without knowing it, Konrad Hagedorn initiated a c- lective action process he would have very much enjoyed ... if he had been allowed to take part in it. But it was our aim and constant motivation to surprise him with this collection of essays in his honour. Konrad Hagedorn was reared as the youngest child of a peasant family on a small farm in the remote moorland of East Frisia, Germany. During his childhood in the poverty-ridden years after the Second World War, he faced a life where humans were heavily dependent on using nature around them for their livelihoods; meanwhile, he learned about the fragility of the environment. As a boy, he - tended a one-room schoolhouse, where his great intellectual talents were first r- ognised and used for co-teaching his schoolmates. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.

It focuses on understanding the current policies governing local people's access to property rights and decision making processes, and learning how collective action among community groups and interaction among stakeholders can enhance local people's rights over lands, resources, and policy processes for development. The authors applied participatory action research in two villages, one each in the Bungo and Tanjabbar districts of Jambi province (Sumatra), Indonesia, to facilitate identification of priorities through phases of planning, action, monitoring, and reflecting. This study finds that action research may be an effective strategy for fostering collective action and maintaining the learning process that leads groups to be more organized and cohesive, and district government officials to be more receptive of stakeholders. A higher level of collective action and support may be needed to avoid elite capture more effectively.

They examine the pros and cons of case studies, meta-analyses, large-N field research, experiments and modeling, and empirically grounded agent-based models, and they consider how these methods contribute to research on collective action for the management of natural resources. Using their findings, the authors outline a revised theory of collective action that includes three elements: individual decision making, microsituational conditions, and features of the broader social-ecological context.
